@OP believe me it will go a far way since its a village house that you will not reside in full time 4m will go far,since you won't be buying blocks,you can mould your blocks yourself and park normal road side sand ..a bag of cement will mould 30 -32 solid blocks ..do the maths ..cost of labor is cheap in the village, if you can be there on ground,don't rely on any brother or uncle to monitor ,be right there and run d show yourself .. You see, when you put your build on a limited or very tight budget, you may not be satisfied with the final outcome. Especially now that cost of materials are so high. If you have a certain taste, strive to attain it.

For that budget, you may raise the structure to it's roof, but not much further. In fact, depending on the type of roof you have in mind, you could spend more than 2m alone to roof it.

Why will you spend 2m out of your 4m budget to roof a house in the village that you won't be staying full time ? U well so?

bad advisor. .so he should use the money to play ultimate cycler (chacha) under you so u ll will get commission abi? mr 3-4 million pls start ur project as see how far it will take you. try to minimize cost without necessary compromising on standard.
finishing takes bulk part of d money but it also depends on ur taste... patronize Nigeria goods of good quality than foreign materials.

Building materials are same sometime higher in the rural areas because of transportation to site, the only thing that can come cheap is labour.

I doubt, that budget will approximately take you to block work and roofing. It also depends on the design .
I started With same budget in October 2014( 5 bdroom masters, kitchen, store, double sit out, sitting room and dinning).
So far about 3.5m has gone into it for block work, aluminum roofing, minimal concrete floor and custom iron doors.

you're not right, it can complete it, the expensive part in building such house is the roofing aspect, 4million can put the house in place depending on the location and site topography

op, people go just dey use u do advert here, most go tell u sey e no do as per sey na their biz dey wan advertise for you, get a professional, blah blah blah, my token is this, na village house, get a rough estimate from like 4bricklayers both in the city and village, tell them to give the estimate upto lintel level, get a carpenter too to do same telling him the size of ur proposed building, by the time you get all those, try usw ur 6th sense to see how feasible those estimates are by also consulting people around and pricing some items, then get an arch to draw the plan for you, a good arc should be able to give you a rough estimate also.
if building for village go cost 9m as opined by someone up there, na im be sey na elite alone get right to build house for this naija except the person be thief

With this extortionate inflation, I am not sure but in Sept 2014 I completed a three bedroom flat with one parlour for 2.1m. I already had a plot of land, though a plot of land in my village is less than 100k.

It all begins on hw u want to start, whether Direct Labour or Indirect Labour. Then it goes down to the type of finishing. Direct labour gives u more access to control ur materials n cost of labour. While d other does not. But trust me, with 4M u can finish ur project using d Direct labour tactics.
