Used to live up North...and the few times I entered govt offices, at least several civil servants were on seat.

Once had to go to a court to get an affidavit in a Northern town. At ten am....everyone was at work.

just one visit to a court and you are already feeling like you know how civil servants work in the north. I have spent over 8yrs there and the truth is that in many local councils,civil servants come to work mostly when its time for salary.

Come to think of it...most likely they were running late. When you owe teachers or any sets of workers 5-6 to salary, moral and enthusiasm to go to work the next day will be low. Also, despite the fact that salaries are not been paid, life must still go on, bills must still be paid, you must put shelter above you and food on the table for the family, so it is reasonable for these individuals to rechannel their talent to seek daily bread elsewhere in addition to the teaching job.
