Before they hold any referendum, they need to to make it clear to the Igbo masses that up to 10 million Igbo returnees, deported from Nigeria, will have to compete with them for their limited land, few schools and hospitals, and limited food. When this is made clear, THEN they can hold a referendum.

You don't want a referendum when people lack access to the facts and implications of their vote.

The same thing happened with Brexit. Many British voted in a referendum, to leave the EU, simply due to their distaste for the poorer eastern Europeans migrating to Britain. When the 'Leave' vote won, many voters suddenly realised that funding for some of their local services, which had been provided by the EU, was suddenly cut.
