It is legalised in Singapore, Japan, France, Netherlands etc and these countries are far developed than Nigeria. Legalise the trade, tax them appropriately not banning them. The industry employs a lot ditto the hospitality industry.

There is a market for these services. Economic sense denotes regulating the industry not banning them. As long no crime was committed or anyone was forced, there is nothing wrong with it.
