From my Experience the best is a combination of SERIOUS PRAYER (Asking GOD to give u a good one) ,your 3rd point "NOT BEING IN A HASTE" and A GOOD BACKGROUND CHECK ON THE TENANT

We once took in a tenant we thought was great only for it to be a yahoo yahoo elderly man. He had been a dupe and was a regular Efcc /prison customer.

I have also had a young tenant who was like soo cool only for him to go against the agreements. He brought in a man He called his brother, which I believed, not until they had a terrible fight. That's was when the so called brother confessed that he was not his brother but also a tenant. The guy had sub Let which was totally against the Agreement.
