Conte's winning streak came during winter period where EPL play 8 games in the space of ave. 3 days.

Man City has had easier fixtures to help the team gel, rotate and try out various formations even down to their easy UCL group. Having 2 sets of eleven has helped City and this bulk of a team was bought with money and pep still wants more.
