Android phone can do all that,
1. Go to PLAY STORE, Download JPG to PDF converter.

2. Use your phone camera to capture your documents.

3. Crops the documents and save it

4. Click on JPG to PDF converter app, already downloaded in your phone, once it open.

5. Click on + plus sign, click on Gallery, click on the captured document that you want turn to PDF, Click on the line on top left hand side to type the name you want the file to bear e.g, BVN, APPOINTMENT LETTER, etc, then click on circle on top right hand side , then click on the √ good sign, at low right hand side, then click on the save on the top left hand side to save that document as PDF file. Note, repeat this step on each of every documents you want to upload.

6. Click on the share sign on the file save already as PDF file, to send it to your email, preferable gmail, after that, open your gmail to download it back to your phone. Note as soon as you download it from your gmail to your phone, it will save in your phone document.

7. Click on https://publicservice.riversstate.gov.ng to login with your username which is your staff number in our staff ID card, and your password which is your computer number or BVN number. Note remember to change your password to any choicest password you will not forget, e.g your birthday date and month, I.e 0101 meaning 1st January, 1002, meaning 10 February, or your year of birth I.e 1999, or phone number, or your name e.t.c .

8. Click on first triple line on top right hand side, click on your profile to update your profile, and after that, click on the upload to upload your document, as soon as you click, look for your phone document to upload your document one after another.

Also tell the people that the PDF format file should not be more tthan 2mb anything above 2mb it will not upload. So u must reduce the PDF document to 2mb or lesser.

Nice observation, that's true.
Also when your crop any of document, it will automatically reduce, some time more than 70%, from mb to kb.
Any document you crop has reduce.

I hv uploaded with pdf format. But Uploaded Document is not in Profile View, What is there is My Document which is blank wen I click. Check urs again to see if uploaded Document or Just My Document is in ur profile. Thanks Bro.

There is something I discovered. I decided to log in with my TAB to check my profile, I discovered that my BVN pin has change. I have to edit my profile and made the correction. Please do check on ur profile from time to time.

Click on profile update, then edit profile and make ur correction then send. Result will be "your profile update is successful.

Thanks.... Have done that. As of Friday, the "update Profile" page was displaying something like "your request for correction is being processed", hence my surprise. Thanks once again.

I had to fill the missing data form and I was told that my details are already in the staff details and I should log in which I tried again, only to get the same message: staff I'd no and bvn/computer no combination does not exist.

Have someone logged in for you before and changed the password ? Use staff ID number and computer number don't use BVN ok! Check well if you've logged in or someone logged in and changed password.

You can quickly rush down to UBEB and collect your confirmation letter now. All the local government are ready for collection now. GO!
The previous timetable is no longer valid. Go with your ID card and get yours with ease and update your documents.

January, but make sure your January salary alert reflects on it. If you received your January salary alert in the month of February, then you can be sure to print the bank statement till that day.

my dear just read that ur appointment letter u will see that the letter is two in one. It represents both appointment/posting. Don't put assumption of duty for it has noting to do with posting.
