No he didn't!! Its harder to get a Phd admit than a master's, most schools have capacity to admit fewer doctoral students compared to master's, very few doctoral positions are available which makes it competitive compared to a masters and I will just leave it at that.

UPDATE: I shared my experience at the embassy on Tuesday on how my Visa was placed on administrative processing. And that my account went from 8M to 99k within 12days. Well...
