On a first reading, the verse might seem racist but it isn't.

Also, there are other passages in the Bible were black Africans are given special blessings and where discrimination against them was punished by God:

For example, in the Book of Numbers Verse 12:1-10

And Miriam and Aaron spake against Moses because of the Ethiopian woman whom he had married: for he had married an Ethiopian woman.

And they said, Hath the LORD indeed spoken only by Moses? hath he not spoken also by us? And the LORD heard it.

At once the LORD said to Moses, Aaron and Miriam, "Come out to the tent of meeting, all three of you." So the three of them went out.

And the LORD came down in the pillar of the cloud, and stood in the door of the tabernacle, and called Aaron and Miriam: and they both came forth.
