I think I got it when I was trying to download something online

The virus has messed up my system and nothing works again

If I click on a file or folder, it opens hundred times till the system screen is covered and the system hangs.

If I wanna install a file, the virus doesn’t allow it. Hence installing a virus remover is very difficult

I have scanned the system endless times with the exiting antivirus that was on the system before and it detects nothing, meaning the virus has a strong persistence

I can’t connect to the internet, connecting to the internet has been disabled.

1. You don't have to do it yourself, tell the engineer or the person doing the formatting to partition your hard disk into a smaller size depending on how big the files you want to backup. In doing so it won't affect any of your files only your installed apps will be deleted.

2 . Reboot your system, and press f9 to boot into safe mode and see if your keyboard and mouse will work without any issues. If it work, than all you need is a fresh window installation, if it doesn't work let me know.

3. It is very simple, i can even give u instructions on hownto do it wen you are ready.

a silly question though, what where you downloading that gave your laptop virus

Restart pc in Safemode with networking. Download malwarebytes, install and run full scan

Afterwards, format your primary partition and install a fresh OS, then install a very good antivirus and thoroughly scan all your partition immediately.

The situation of the system as the OP explained wont allow the technician partition the hard disk let alone copying files to the partiton.

Any technician can install a fresh OS for you, but only few can actually save your files if what you explained about the system is actually true.

No recovery program is as good as testdisk and it's free.

I can recommend only one thing. format your system completely by re-installing a new windows, then use a software called EaseUs data recovery software to recover your files. the software can recover files up to four years ago.
im not sure it works, but it's best if you try.

ya, that is possible but complex for most people. You don't even need a bootable disk to boot it into command prompt. Your point is also more effective in safe mood.

The easiest any expert could do is to install a new OS without deleting or formatting the primary disk. This will allow the system storing your files on your primary disk in a folder called windows.old, as also supported by some post on the thread.
