Retail shops located on streets are free to open up for business as long as they respect the social distancing and crowd control directives, the Lagos State Police Command said on Sunday.

The police gave this clarification following reports of partial compliance by petty traders whose businesses are not located in open markets.

Spokesman Bala Elkana stated that such persons, even if they do not sell essential and life saving items, were excluded from the shutdown.

Citing an example, Elkana said a hairdressing saloon located in a street was free to open as long as it does not accommodate more than 25 people at a go and also strictly prevented body contacts among people.

Elkana also said policemen on duty have been charged to show compassion and sympathy while enforcing the orders because no one prepared for much situation.

“Well, let me start by saying that this is not a conventional situation. The primary mandate of the police is to protect lives and properties and I am not sure we have found ourselves in this kind of situation where we need to enforce not the conventional law, but how to stop the spread of the virus.

“So, this is a new one that requires new approach. It requires more of compassion, sympathy and you know something that is new also needs more time for people to get used to it.

“So, that is why the commissioner of police is leading the enforcement. We go round together, meet people and also look at what the police are doing. We also gave out dedicated lines for people to call and register their complainants.

“The complaints we have received so far have been minimal and they are addressed as they come in.

“Since this situation also affected physical meetings between the Commissioner of Police and officers and men across the state, more of radio communication is being used and so, once a complaint is received, the CP addresses it through the radio.

“The policemen have been given clearance that the shutdown basically affects markets and these are markets where they do not sell essential commodities.

“This does not include isolated shops on the streets. Only markets because markets attract a large number of people.

“Life must continue, we are not shutting down Lagos completely. The order did not shut down Lagos.

“The order is saying that markets that attract crowd to them should remain closed because they have high risk of spreading the virus.

“That is the clearance he (CP) gave yesterday very well to all the policemen and he made sure they all acknowledged and they understood it. He gave room for them to ask questions through the walkie-talkie on areas they needed clarification.

“Even if the shops on the streets do not deal in essential commodities, they are free to open up.

“The condition there is that crowd must not gather there. The shop owner must not have more than 25 persons at a time gathering there and if people are coming into the shop, he should make sure that they have space.

“If you have a small shop, do not let it get congested, let some people wait outside while you attend to some. There has to be space so that there is no body contacts. All these are guidelines to help us stop the spread of this virus,” said Elkana.

His move was suspicious and questionable. His attack on Pres. Buhari is nothing short of cowardice & blackmail. I know children of hate wouldn't love this.

Except the federal government takes a proactive visa policy review, Nigerians will no longer be issued with American entry visas which have two-year validity following the Executive Order signed on Friday by President Donald Trump, TheCable can report.

Also, Nigerians who hold dual nationality will be affected if their other passport is from Syria, Iraq, Iran, Sudan, Libya, Somalia and Yemen — the seven Muslim-majority countries “of concern”.

A lot of attention has been on the temporary visa ban on citizens of the seven Muslim-majority countries, but the impact on Nigerians is far more than previously thought.

An analysis of the Executive Order by TheCable editors shows that at least two sections will affect Nigerians directly.

Nigeria currently only issues a one-year multiple-entry visa to Americans, which is a non-reciprocation of the two-year visa the country issues to Nigerians.

Section 9 of the Executive Order states: “The Secretary of State shall review all nonimmigrant visa reciprocity agreements to ensure that they are, with respect to each visa classification, truly reciprocal insofar as practicable with respect to validity period and fees, as required by sections 221(c) and 281 of the INA, 8 U.S.C. 1201(c) and 1351, and other treatment. If a country does not treat United States nationals seeking nonimmigrant visas in a reciprocal manner, the Secretary of State shall adjust the visa validity period, fee schedule, or other treatment to match the treatment of United States nationals by the foreign country, to the extent practicable…”

By this provision, except the federal government quickly moves to extend the validity of Nigerian visa to Americans, Nigerians too will be issued with one-year visas.

Given that the Trump order takes immediate effect, Nigerians holding valid two-year US visa are most likely going to be affected.

Nigeria is also not reciprocating the fees charged by the American government — despite shorter visa validity.

While the US charges Nigerians $160 for a typical visit visa, Nigeria charges $180, in addition to a $35 “processing fee”.

The section on dual nationality involving seven Muslim-majority countries is not expected to affect a significant number of Nigerians because of a second citizenship of Syria, Iraq, Iran, Sudan, Libya, Somalia and Yemen is not common.

Many Nigerians, including government officials, hold dual nationality with either the US or Europe.

However, Nigerians who have been to Syria, Iraq, Iran, Sudan, Libya, Somalia and Yemen in recent times may be subjected to extra immigration control with possible deportation.

Residents of Abule-Egba yesterday protested against the State Government’s plan to demolish over 1,000 houses and shops for the expansion of the Lagos-Abeokuta Road.

The residents accused the government of reneging on its agreement with property owners. They said, rather than continue the project based on the agreed 32 metres from the old electric poles, the government last week extended portions for demolition to 91.44 metres.

They alleged that the government planned to render them homeless, adding that they were told that the demolition of marked structures would start tomorrow.

The residents claimed that the development has left four aged landladies hospitalised, including Mrs. Soyebatu Atobajaye, adding that over 10,000 people would be jobless if government went ahead with the plan.

According to them, a September 22 letter from the Ministry of Physical Planning, signed by F.A. Danboyi, notifying them of the 91.44 metres Right of Way (RoW) also directed that they should within seven days, provide documents validating their ownership.
But when they took their documents to the ministry, the residents alleged that they were asked to vacate the premises to pave the way for demolition. They discribed the directive as “anti-people.”

It was gathered that structures from Super to Awori, a distance that falls under the Oke-Odo, Ojokoro and Orile-Agege constituencies would be affected if the markings of last Tuesday were allowed to stand.

A community leader, Alhaji Jimoh Agbaje, whose two properties at 374 and 376 Abeokuta Expressway were affected by the new markings, appealed to the government to stick to the previous ones.

He said: “I bought this property (376) in 1976 and commenced building in 1979. If you look at it, you would see that I have over 100 feet from the covert. I did not build on the RoW. Yet, I agreed to leave 32 metres of my land for the project since it was for our development.

“We had a meeting with the Commissioner for Physical Planning, Wasiu Anifowoshe on September 20. He never told us that the government was planning to take more of our lands. Then, on September 22, I got a letter indicating that about 78 feets would be taken out of my plots, not including the 32 metres I have voluntarily given.

“The problem now is that, for them to take the 78 feets, they would demolish 11 shops and part of my building. In as much as we love the project, the government should not render us homeless and jobless. I have 11 employees who would lose their jobs if my office is demolished. Then over 200 persons would be laid off at plot 374 because I have 42 shops there occupied by people who also employed people.

“We are appealing to them to be considerate. This is the people’s government. They should know that the ripple effect would affect over 10,000 people. It is not as if we are affecting the construction. They should stick to the initial agreement of 32 metres from the pole and complete the project, which is about 50 percent done.”

A widow, Chief Grace Santos, whose husband retired as a permanent secretary, lamented the planned demolition of her shops and house, saying she has nowhere to go to.

The widow, who said the shops were her means of livelihood, added that the house was the only property acquired by her late husband.

She said: “With these new markings, my shops would be demolished and half of my building would go too. Where do I go to with my children and grandchildren? I have pregnant women in my home. Do they want us to starve to death or sleep on the streets?

“So many people have developed hypertension since the notice was served and the new markings done. About four elderly women are on admission in the hospital. It is not easy, especially with the current hardship in the country. The government should reconsider.”

Contacted, Physical Planning and Urban Development Commissioner, Wasiu Anifowoshe said he was working based on designs from the Ministry of Works.

He said: “Abeokuta Expressway is a Federal Government project. The government has acquired the Right of Way which has been effected. It was the Ministry of Works and Infrastructure that gave my Ministry the drawings, so I am working based on the advice from the Ministry of Works. lwise: Until we all realise the fact that Tinubu is the major problem of Lagos state that's when solutions will start coming.

I was @ Ayinke general hospital sometime ago,I couldn't believe the crowd I saw. I was there to see a specialist on skin. I was told to perform a series of test, it took me a whole week to complete the test because people were many. The following week I took the test result to the dermatologist office, I was told my appointment day will be in three weeks time bc pple were too many.

Presently,I learnt that Fashola has mandate all staff running shift in state hospital to work 24hrs non stop.I find this difficult to believe. These people are not dealing with computer or biscuit, they are dealing with human lives, those that made the health sector a shift duty are not silly. I don't know why Lagos state own will be an excep
tion. I expect Lagos state to build more general hospital because of the population of Lagos instead of forcing the staff to work 24hrs non stop ,its not done anywhere in the world.

Fashola couldn't build more because of Tinubu. I can say Tinubu is the governor of Lagos state while Fashola is the deputy. You can't imagine the amount of money the ACN is spending in Ondo state now. These money are tax payers money in Lagos state. Tinubu is slowing down the development of Lagos state with his probosis inside Lagos treasury.

If u take a critical look at Fasholas administration, his performance during his fist term is better than what we have now. Let us wake up before Tinubu turns the whole Lagos state to his shopping plaza.

When you look @ the LASTMA, they hide in strategic places just to make sure that you fall in2 there trap. Is there nothing like 'first offender' in there dictionary. Why must you pay for every offence even if you are commiting the offence for the first time. It is because they are all out to indirectly enrich the purse of Tinubu.

Fashola is handicap,I'm very sure he signed an undertaken with Tinubu, that is why we didn't observe any rancour btw them during this tenure. Please reason with me,I may not have more fact but what I'm saying is not far from the truth.
