Organised labour on Wednesday threatened to embark on a nationwide strike from October 16, if the Federal Government fails to reconvene the meeting of the committee negotiating the consequential adjustment on the new minimum wage.

The Nigeria Labour Congress (NLC) and the Trade Union Congress (TUC) at a meeting with the Joint National Public Service Negotiating Council (JNPSNC)-Trade Union Side) in Abuja, warned that labour would not guarantee industrial peace in the country if their demands were not met by government.


The Federal Government and organized labour have been unable to reach a deal over a new wage that came into effect more than six months ago.

In a statement jointly signed by NLC the President, Ayuba Wabba, his TUC counterpart, Quadri Olaleye and Simon Anchaver, Acting Chairman of JNPSNC (Trade Union Side), the unionists said that labour had all along demonstrated restraint and patience with government.

They noted that labour had to moderate its initial position of having 66.6 per cent upward salary adjustment for workers on salary grade level 07 to grade level 17 by accepting downward adjustment of 29 per cent for officers on salary levels 07-14 and 24 per cent adjustment for officers on salary grade levels 15-17.


“Despite this patriotic gesture, government has kept insisting that it can only pay 11 per cent for officers on grade levels 07-14 and 6.5 per cent consequential wage increase to public workers for officers on levels 15-17.”

According to them, the naira has suffered devaluation from N150 to $1 in 2011 to N360 to $1 in 2019, a depreciation of 140 per cent.

The unionists said that since the last national minimum wage of N18,000 was put in place, workers had been forced to suffer huge inflation and astronomical hike in the prices of essential goods and services.


They pointed out that petroleum price had been hiked from N87 per litre to N145 per litre which translated to 60 per cent price increase and that electricity tariff increased by about 60 per cent.

“Of recent, the Value Added Tax (VAT) has been reviewed from 5 per cent to 7.2 per cent.

“The nonchalant attitude of the government negotiating side has dragged negotiations for consequential wages adjustment unduly.


“The offer by government for salary adjustment of 11 per cent for public workers on salary grade levels 07 – 14 and 6.5 per cent consequential increase for public workers on grade levels 15 – 17 is not acceptable to Nigerian workers.

“We view the position of government as a show of insensitivity to the general plight of workers and an attempt to collect with the left hand what government has offered with the right hand.

“We demand the reconvening of the meeting of the committee negotiating the consequential adjustment with a view to concluding the process that started on May 28 within one week.


“Entering into an agreement with labour to the effect that salary of officers on grade 07-14 should be reviewed upward by 29 per cent while that of officers on grade level 15-17 should be reviewed upwards by 24 per cent.

“We demand immediate implementation of the signed agreement on consequential adjustment of public workers’ salaries with effect from April 18 when the new national minimum wage of N30, 000 per month was signed into law,” they said.


The News Agency of Nigeria recalls that the new minimum wage bill was signed into law by President Muhammadu Buhari on April 18.

However, deliberations has continued as the issue of relativity and consequential adjustment of salaries still persist.

On May 14, the Federal Government inaugurated the relativity/consequential adjustment committee, which in turn set up a technical sub-committee, to work out a template for the adjustment of salaries of public service employees.

Ekiti State Governor, Dr Kayode Fayemi, has announced the commencement of the implementation of the new minimum wage of N30,000 in the state from October.

He made the announcement on Saturday at an event to commemorate the World Teachers’ Day in Ado, the state capital.

“The government has concluded plans to ensure we commence the payment of minimum wage of N30,000 with effect from this month (October),” the governor said.

The governor’s declaration took the teachers by surprise, a development that sparked loud celebration at the Ekiti State Stadium (Oluyemi Kayode Stadium, Ado Ekiti).

He premised the announcement on the need for an improved living standard for workers which would by extension motivate them to drive critical sectors with utmost zeal.

Governor Fayemi, who is also the Chairman of the Nigeria Governors’ Forum, presented cheques of N500,000 each to the best teachers in the primary and secondary school categories, among other prizes and promises to the teachers.

The beneficiaries are Mr Henry Asubiojo of Amoye Grammar School; Mr Tajudeen Olaoye of Anglican Primary School, Esun Ekiti and Mrs Mojisola Ehinafe of Technical School, Ado Ekiti.

I think it's mostly UBE section that the heads filled for ,cos I saw one with a head mistress,names of staff,date of appointment,grade level,current school ,last promotion,current level.. such things..

From level 8 step 4 we should now be on level 9.0 when six steps is added but my school head said its level 8 step 9 or level 8 step 10 that she will place us on the form, insisting that increments only affects steps and not levels, that it's only promotion that can take you to a new level ... Is this the same with yours?

these our Colleagues in the RSSSSB & UBE and even the Civil Servants in the ministry, wouldn't cease to surprise me...... don't they have our records, that people should fill forms for promotion or increments? .....have they ever mistakenly overpaid any of us, by ASSUMING our step HAD increased?

Promotion to the next level has never been automatic, you will have to sit for exam and pass before you are placed on GL 9.Your Principal is right , you will continue to accumulate steps if promotion exam is not conducted .

forms are usually filled by eligible officers for issuance of exam I.Ds cards and also to avoid issue of omission of names i.e They know those who are due and those eligible officers must also be aware of there eligiblity hence the importance of the form.

But a source at the five hours meeting, which started at 2.45pm, confided in our correspondent that the labour leaders and the government’s representatives made concessions. He added that they failed to reach a definite agreement on the salary adjustments.

Before the meeting, labour was demanding 29 per cent salary increase for officers at salary grade levels 07 to 14 and 24 per cent adjustment for officers at salary grade levels 15 to 17, while the Federal Government proposed an 11 per cent increase for officers at grade level 07 to 14 and 6.5 per cent adjustment for workers at grade level 15 to 17.

The meeting broke into sessions on a few occasions when labour and government teams had to leave the general session to meet their teams separately before continuing with the joint session.

Our correspondent learnt that the labour team demanded a number of documents from government’s team to verify claims made by the Federal Government during the negotiation.

According to a source, who was part of the workers’ team at the meeting, labour lowered its position to 20 and 25 per cent, while government increased its offer to 17 per cent for workers at grade levels 07 to 09, 15 per cent for those at grade levels 10 to 14 and 12 per cent for workers at grade level 15 to 17.

latest update placed the new percentage increment for our level at 20 percent. Let's just be positive.
This isn't too bad, since it will affect all our gross salary and not just basic salary

The Federation Account Allocation Committee (FAAC) has shared a total of N693.529billion to the three tiers of Government for the month of September 2019.
The N693.529billion comprised revenue from Value Added Tax(VAT), Exchange Gain and Gross Statutory Revenue. The Committee announced that as at 17th October 2019, the balance in the Excess Crude Account was $323.692million.
A communique by the Federation Account Allocation Committee (FAAC) chaired by the Accountant General of the Federation (AGF) Ahmed Idris, confirmed that from the total revenue of N693.529 billion, the Federal Government received N293.801 billion, the States received N186.816 billion and the Local Government Council received N140.864 billion.
The oil- producing States received N51.532 billion as 13% derivation revenue and the Revenue Generating Agencies received N20.517 billion as cost of revenue collection.
The gross statutory revenue for the month of September 2019 was N599.701billion. It was less than the N631.796billion received in the previous month by N32.095 billion.
For the month of September, gross revenue of N92.874 billion was available from the Value Added Tax as against N88.082 billion distributed in the preceding month, resulting in an increase of N4.792 billion. Exchange Gain yielded total revenue of N0.954 billion.

Organised Labour and the Federal government on Thursday finally agreed on percentage increase of the consequential adjustment in workers’ salaries as a result of the new minimum wage of N30, 000.


After three days of horse trading and intense negotiation, both teams finally shifted ground from their earlier positions and agreed on certain percentages.

The federal government and organised labour, at the end of the meeting, agreed to percent increase of 23.2 percent for workers on level seven and 20 percent for workers on level eight, while it agreed on 19 percent increase for workers on level nine.

Also, the government and Organised Labour agreed on 16 percent salary increase for workers on level 10- 14 and 14 percent increase for workers on level 15-17.

Abuja – The Trade Union Congress of Nigeria (TUC) has commended the Federal Government and organised labour for their patience while the National Minimum Wage negotiations lasted.
The leadership of the Labour Centre added that although it was a rough road they are happy that an agreement has finally been signed.
In a press statement, President of the Congress, Comrade Quadri Olaleye, FCIA and Secretary-General, Comrade (Barrister) Musa-Lawal Ozigi, mni, said it was not an easy journey but it is now over, adding that government’s team should be appreciated for their wisdom and sincerity.
“We commend the Head of Service of the Federation, Dr Folashade Yemi-Esan and her team for their sincerity. Though they argued that government cannot afford to meet our earlier demand of N30,000 minimum wage across the board because of the economic situation in the country, we made them understand that some people cannot be more Nigerian than others. If we are tightening our belts, the government should also do so.”
By the agreement reached, the core civil servants:- GL 7 (23.2%), GL 8 – (20%), GL 9 – (19%), GL 10-14 – (16%) and GL 15-17 (14%).
Others, GL -7 (23.2%) like above; 8-14 shall earn (16%) and 15-17 (10.5).

Abuja – The Trade Union Congress of Nigeria (TUC) has commended the Federal Government and organised labour for their patience while the National Minimum Wage negotiations lasted.
The leadership of the Labour Centre added that although it was a rough road they are happy that an agreement has finally been signed.
