I actually believe this is a simple and workable plan. The hotel staff only needs to ascertain that you leave with the guest you came with. It would only take less than five mins to ascertain that a hotel room is truly EMPTY at the point of departure. Any hotel that fails to comply should be held liable and closed down in the event its facilities are used to perpetrate a crime.
