Arrest is not the proper word. They take strays off the streets and they sure as hell dont prosecute them. Its a joke. A sad one. Some years ago in Kwara State, a goat was arrested for stealing. As the report went, they chased a thief and he "turned into a goat". Ergo, the goat takes the rap.

Maybe u are right maybe the official simply went too far however it doesnt change the fact that there is need to curtail the movement of domestic animals on our streets which is the primary aim of all these.
