It was reported that before a condemned Coup plotter is to be executed (at the said hour), a call will be placed to the Head of State to give the "final word" and the person is executed immediately.

In OBJ's case, they tried reaching Abacha on phone but Oga at the Top was TOO STONED to attend to any call.
