Electricity first.

This how it will work:

With efficient power supply, industriallization follows, then employment.
With employment, there will be security as the security "risks" in the country must have been employed by then. Developement comes in as more people will be willing to go to school because they can afford it.
After going to school, they become litterate, well mannered and bold enough to take on new challanges which includes; new inventions, innovations and most importantly standing up against bad government.
With electricity everything takes it place; the roads, internet, education, agric etc. It's like the multiplier effect.

The new innovations and inventions could be biulding trains that could fly by 2016 as predicted by one VANGA. grin
