All dead people go to the same place (GRAVE, SHOEL, HADES ) the ground where they come from, remember God told Adam he will return to the dust cos he came from the dust. Good Question. Islam as a religion encompasses everything you need to know spiritually, morally and physically . Prophet Muhammad taught us that mentally ill people are free from religious activities and will therefore not be judged in their state of insanity. They will be judged based on their deeds before their illness. Children who are not matured enough to have no record to judge on but their parents are responsible for their deeds since they are in charge of the upbringing of their child. If the person have not reach maturity before meeting this calamity. He or she is free from judgement and thus will be granted Paradise if Allah will.

There's a great difference between madness and mentally ill people. Children can be born mentally ill but not mad. They still have character,attitude and behaviour. I've spent time with mentally challenged children and found it's only lack of communicating with their environment. A mad person however has the ability to do this but does the otherwise. Madness is a torment from demons. These demons find their preys easily susceptible to detect them then try to confuse their sensitivity. There are people who are living well, physically, mentally, emotionally, psychologically, financially etc. However, there are some who have one draw back or the other. Some are handicapped, mentally ill, paralysed etc. However, its not God's wish that some people are well off and others are not. Sometimes people just happen to be at the wrong place at the wrong time, that's why bad things befall them (Ecclesiastes 9:11)
