Anyway, I'll have you know that the federal agencies and parastatals were in good working condition in the 70s. It started slipping into ignominy after the war, this coincided with the time when our brothers from the east were reabsorbed into the civil service.

So to answer your question. If I was a non-tribalist, i'd say the govt and civil service, comprised of most ethnic groups, ruined all those places mentioned.
