TOEFL is an English test required by some US universities. though,
some schools waive due to the fact that Nigeria is an Anglophone
country.
For toefl, all you need are the speaking noteful videos in the link
below, the ets toefl guide is enough to ace the exam for other
sections. Just download the toefl ETS Guide from there website and
the simulation test.

As for the Tuition, if you have good results (GRE, GPA, Toefl), SOP
and LOR; US schools do offer assistanship to graduate students. This
can either be Research Assistant, Teaching Assistant or
Administrative Assistant. Depending on the school, if you get an
assistantship, your Tuition will be waived and you will also be paid a
monthly stipend that can take care of your living expenses. One
advice, once you shortlist schools, send emails to the grad cord of
the schools and ask specific questions relating to that course and
funding opportunities, be very explicit.
Lastly, there are basically 2 admission session in the US, Spring
(Jan) and Fall (August). Schools admit more students in Fall, so Its
advisable you plan towards Fall 2020.If you plan to resume in fall
2020,make sure you submit all your application documents before
ending of Dec 2019

I decided to apply for admission just in December although I have followed the thread for almost a year now. I wrote my GRE in February and prepared for less than two months: 161Q,153V, 3.0AW. Most of the requirement for the schools were met in the third week of February because of GRE but I submitted my applications before then. The admission decisions so far

Villanova University: Admitted but awaiting funding
Bowling Green State University: Admitted but awaiting funding
University of iowa: Rejected
Georgia State University: Admitted with GA which has full tuition waiver and some stipends
George Washington University: Pending
Michigan Technological University: Admitted without funding
American University: Admitted with some funding but was not sufficient

I was using style to wait for GWU but I have finally gone for GSU as it was the best offer so far coupled with the course: Master's of Mathematics with concentration in Biostatistics.

Firstly, in order to be eligible for a scholarship, you need to fulfill all the listed requirements. Owing to this, I would advise that you check with the demands of the scholarship body. You should also note that you will be competing with qualified and sound individuals globally, so your profile needs to be outstanding. Therefore, I would recommend that you sit for the TOEFL test if you have the means.

Regarding your last question, TOEFL and IELTS are both language assessment tests, but since you will be applying to US institutions, I would suggest TOEFL, because its credibility is more solidified in the United States.

I wrote my GRE test today and I got an abysmal score and its so painful because it means I wasted 3month preparing for this test
Well, I realised I was just blindfolded by my test score on Magoosh and powerprep which made me reduce my reading habit in the last two weeks of preparation.
