I advise you to be filled with the Spirit, and speak in tongues as freqently as you can.

Speaking in tongue is a gift from holyspirit which is received after you've become a born again.

It's not necessary that you recieve and it doesn't mean you ain't righteous. It's a gift given to some people like gift to sing, dance, heal etc.

So, no pastor should tell anyone to learn it or he/she must know how to speak it.
