Nigeria Seeks $500m Loan to Build New Satellites

The management of NigComSat Limited has appealed to the House of Representatives  Commi-ttee on Science and Technology to prevail on the Federal Executive Council (FEC) to approve the utilisation of $500 million (N59 billion) concessionary loan for the construction of NigComSat 2 and 3 advanced series.

The loan, according to the firm, would come from the China Exim Bank.

The appeal follows the final confirmation of the loss of the N40 billion NigComSat-1, as exclusively reported by THISDAY last week.

The two proposed facilities will serve as back-ups to  the construction of a NigComSat-1R meant to replace the lost satellite.     
Managing Director of the firm, Professor Ahmed  Rufai, disclosed this yesterday while briefing members of the House Committee.
Rufai, who said NigComSat-1 had become “irreparably damaged” and  therefore flown out of orbit, added that given the importance of the facility, there was need for its urgent replacement and the construction of back-ups.

He also urged the House to assist the Federal Ministry of Science and Technology and NigComSat Limited in convincing FEC to approve the bulk purchase of  bandwidth under a Back-Up Services Agreement with an alternative satellite operator who has a satellite as powerful as the collapsed NigComSat-1. 

Rufai proposed that in the alternative, the Nigerian government could open discussions with the Chinese government and the satellite manufacturer, the Chinese Great Wall Industry Corporation (CGW-IC), on the reassignment of an  emergency satellite with technical specifications similar to NigComSat -1 either in orbit or  in advanced stage of manufacture.

According to him, NigComSat remains optimistic on the future and potential of the project despite the temporary setback being experienced in the implementation of the nation's satellite project. 

He said the current experience of the loss of the satellite was neither uncommon nor bizarre in the industry, adding that on the same day NigComSat-1 crashed, a private satellite operator recorded six failures on six satellites.

He debunked claims that the facility failed because of the use of inferior components and the speed at which it was installed during the twilight days of the Obasanjo regime.

The NigComSat boss also allayed fears on the status of the facility in terms of insurance, stressing that NigComSat-1 was fully insured to the tune of 112 million euros by renowned international underwriters with proven integrity and in accordance with  industry standards.   

Giving some details on the failed satellite, Rufai said the problem was caused by what he described as "solar flare", an accidental occurrence which cut of the fuel supply linkage with the solar panels and the battery.

“The first incident occurred on April 17th, 2008 when half of the power was lost from the South Solar Array due to a single event offset leaving the North Solar Array as the only source of power,” he told the committee.

“Unfortunately, a similar incident occurred on the Northern Solar Panel Array on the 9th November, 2008 at about 10:34pm Nigerian time during a non-eclipse position. The batteries are only supposed to discharge during eclipse and recharged when in non-eclipse position, while the solar array acts as the source of power to the satellite. This anomally was noticed by NigComSat Ltd engineers on night duty and reported to the satellite manufacturer, China Great Wall Industry Corporation.

“Both teams worked tirelessly for over 24 hours to perform rescue operation on the satellite. Regretfully, all efforts to recover power supply to the power panel failed. The satellite was consequently de-orbited to avoid total loss of power and control which would result in damages to other satellites in orbit or even aircraft in flights. The satellite has now been manoeuvred to the parking orbit and cannot be recovered for use again.”

Meanwhile, the Minister of Science and Technology Chief Grace Ekpiwhre, has held a meeting with senior officials of the Ministry to chart a way forward.

In attendance at the crucial meeting were Rufai and the DG of National Space Research and Development Agency (NASRDA), Prof Robert Boroficce.

Also at the meeting were chief executives of technical departments of the Ministry, including the Minister of State, Dr.Alhassan Bako Zaku, and the Permanent Secretary, Mr. Raymond Ezenwa.

The meeting which lasted over three hours received detailed briefing from chief executives of the corporate agencies concerned – NigComSat and NASRDA.

Officials of CGWIC are expected to arrive the country soon to meet with Nigeria officials to work out both technical and political solution and also get another mission ongoing.

wouldn't it be smarter if other companies are allowed to bid on the construction of a new satelite.  why rush a new satelite when what caused the failure of NIGCOMSAT-1 hasn't been investigated?

A Nigerian satellite hailed at its launch last year as the vanguard of an African communications revolution has failed and cannot be recovered, officials said on Wednesday.

The satellite -- which was launched to provide phone, broadband Internet and broadcasting services to rural Africa -- was switched off last week due to a battery charging problem.

"We don't think we can recover it," a spokeswoman of the satellite's managing firm, Nigerian Communications Satellite Limited (NigComSat), told AFP.

On Tuesday the head of NigComSat Ahmed Rufai told lawmakers in the administrative capital Abuja that efforts to recover power supply had failed.

"The satellite was subsequently de-orbited to avoid total loss of power and control which would result in damages to other satellites in orbit or even aircrafts," Rufai was quoted as saying by local dailies.

"The satellite has now been manoeuvred to the parking orbit and cannot be recovered for use again," he said.

The 257-million-dollar (205-million-euro) Chinese-built satellite was launched into space from China in May 2007.

Representatives of the Chinese manufacturer are expected in the country on Thursday, the spokeswoman added.

It was expected to boost Nigeria's communications' revolution and further the drive to make internet technology accessible to the remote rural villages of the continent.

NIGCOMSAT-1 was also used for intelligence and security surveillance and for other sectors such as the oil and gas industry.

With an expected life span of 15 years, it was designed to operate in Africa, parts of the Middle East and Asia. Nigeria also launched a weather satellite in 2003 with Russian assistance.

A multi-million dollar Nigerian satellite launched in May 2007 has been shut down to prevent it spinning out of control and damaging others in orbit.

Chinese-built NigComSat-1 cost the African oil producer $340m (£228m).

The Nigerian government said insurance would pay for a replacement and Nigerians should still be proud of the country's satellite programme.

But telecoms experts told the BBC it was a "white elephant in space" and the whole operation was a "debacle".

NigComSat-1 was launched 18 months ago to much fanfare from the government, but it has been mired in controversy ever since.

On Tuesday, controllers shut the satellite down because it was having problems with its power supply, the government announced.

The satellite was meant to provide communications for government agencies and broadband internet.

'Worthy investment'

"This has been a real debacle from day one," a telecoms engineer told the BBC.   Nigeria has exported its electricity generation problems to space

The engineer, who works as a consultant for a multinational communications company, did not want to be named.

The satellite was limited because the type of frequency it used was disturbed by clouds in the atmosphere, and did not work properly in Nigeria's rainy season or during the Harmattan, when clouds of dust blow down from the Sahara, he said.

The satellite also operated on frequencies already allocated to other companies and interfered with other providers' equipment.

But Information Minister John Odey denied the satellite was not worth investing in.


"No technology can be a waste of money," he said.


"It is a worthy investment, and Nigerians should see it as desirable. It has served a purpose and will continue to do so."

Power trouble

Local media initially reported that the satellite had "gone missing".

But on Wednesday Minister of State for Science and Technology Alhassan Zaku told journalists it had lost power and had to be "parked, like you would park a car".

"If it wasn't parked and it lost all its power there would be no energy to even move it and it would be like a loose cannon and would keep rolling about and hit other satellites in the orbit," he told reporters.

According to analysts, Nigeria has made nearly $2 trillion in oil revenues over the last 30 years, but its population are mostly poor.

Africa's most populous nation lacks basic infrastructure like power and water, and many Nigerians thought the satellite showed the government did not have its priorities right.

The news that the satellite could not get enough power to run has led to jokes that, as one e-mail doing the rounds put it: Nigeria has "exported its electricity generation problems to space".

Dude, we are speaking of Nigeria here. Have we ever strived in any way to be the beacon of common sense in any area? I still would like to understand how long they tried to rescue this thing before deciding to getting a new one is the way to go. According to the excerpt below

They tried for 24 straight hours, at least. Have they always believed this a failed satellite or something? I mean if this so called problem with 'solar flares' started up recently, how come they are already working on a loan for a replacement satellite, in less than 2 weeks of us hearing getting the news of the problem? How long have they known the satellite project was actually LOST?

shouldn't such issues be addressed before launching a satellite. somethings tell me path patch work caused the failure undecided

What the benefit of the so-called sat 1 to an average Nigerian I really don't understand angry The people lack social amenities yet we are spending waisting funds for a project that is mealiness to its citizen. Failure is not a four letter word! We are indoctrinated from birth to believe that to succeed is to be admired-and to fail is something to be ashamed of and avoided.
We spend so much of our live trying to succeed by avoiding failure that we never get anywhere close to achieving the level of success we might if we were taught and allowed to fail.
Success and failure are not opposite ends of a scale.They are one and the same. You cannot succeed without risking failure,yet if we are punished socially, financially and emotionally for failing, then how can we ever hope to succeed? We can only reach a moderate level of success at best, by trying to achieve without risking failure.
Society is to blame. We get punished for failure- the feeling is that 'we should know better'. As children we are discouraged to fail yet still get given some leeway for a while. As we get older this 'behaviour' is definitely not tolerated.
This makes us a nation of risk evaders. Failure is not fatal or something to be ashamed of. You have only truly failed when you give up trying- and if you do, you will have failed permanently. We could have been 40years ahead if all past stolen money had been 'wasted' in this kind of ventures. MY SENTIMENTS

But most of the wasted resources where lost in much the same way. From the millions supposedly spent on the 3rd mainland bridge in Lagos, to the billions wasted on power supply and education in the country. I don't see how loosing more billions this way will make a difference. I agree with your interpretation of failure, but you forget to mention that one cannot succeed if one does no learn from one's many failures. We as a people, continue to make the same mistakes because we chose not to learn from our failures and so we see ourselves confronted by these same problems over and over; problems that we could easily do away with.

on the issue of failure and succes, a country with no solid educational structure in woodwork, or anything you can think of, a country who's leaders treats its educational system as trash, a country where educational goals and achievement has been made of very low value, a country where fame and money is worshiped, wants to launch a sat, what do you expect, this is absolutely no case of failure to success, this is just naija being naija.

go to ife, go and see the space center there, na scrap palace myguy!!!!!!!!!, small time the contract will be given to ghanians, cos they are doing more, no blame the chinese guys please
