WARRI — A tricycle opera-tor, weekend, allegedly committed suicide by hanging himself in the residence of his lover at Okpokiti Street, Warri South Local Government Area, Delta State.

Vanguard understood that the deceased committed suicide because his lover left him in her house to sleep somewhere else.

When Vanguard correspondent arrived the scene, neighbours were seen discussing the incident, while homicide detectives from the ‘A’ Police Division, Warri, came to remove the dangling remains to the morgue of the CentralHospital, Warri.

The policemen, who declined comments later took the girlfriend away for questioning.

A tenant, who pleaded anonymity, told Vanguard, “it all started last night (Saturday), when we heard the deceased and his girlfriend arguing.

“I was sleeping in my room when I heard them arguing. It is like the young man wanted to spend the night with the girl, but the girl refused.

“The argument got to a point and the girl told the boy that if he was going to spend the night in her house, she will not sleep in the same house with him.

“The boy told the girl that if she leaves, he would kill himself. The girl, thinking that the boy was joking, told him to go ahead and kill himself, left the boy in the room and went to go and sleep in another place.”

It was gathered that when the girl returned in the morning (yesterday), she discovered that the door was locked. She alerted her neighbours, who helped her to force the door open, only to see the lifeless body of her boyfriend dangling from a rope.

The community people took the girl to the police station. A senior police officer at the ‘A’ Police Division stopped Vanguard from speaking with the girl, saying she was undergoing interrogation.

It is not a news whatsoever the issue of incredibility of census figures in Nigeria. From the first census count in 1816 to the 2006 census, it's been the same case of unreliability and public unacceptability of public headcounts. National census results are so unreliable in Nigeria that most state governments in spite of the NPC results still take the pain and cost of conducting their own census in one way or the other. Is it that heads in Nigeria are so pluralistic that they can't ever be properly counted? Or is it that those who do the counting already have preconceived figures which they plan to allot to sections of people against the others?

From our experience so far in Nigeria, the latter seems to be undeniable fact. When Mr Festus Odimegwu, the just resigned Chairman of the NPC told Nigerians that our census results were falsified and unusable, he wasn't telling us anything new. Not as if we didn't know that before now. Now (only in Nigeria), voicing that truth has cost him his appointment. In the opinion of this writer, he (Festus Odimegwu) has bowed out in the most noble and praiseworthy style.

The big question for us as a people now is to ask, 'how do we correct this acute and chronic anomaly?' 'What constitutes a credible, reliable and usable census results?' These are not any rocket science. Below are what Nigerians must insist on (among other useful information) in the forthcoming census exercise:

1. The data must contain both State of Origin and State of Residence

2. Data must provide for Ethnic Group

3. Data must contain Native Language(s) spoken

4. Data must separate between Hausa and Fulani. Nothing like the lump Hausa-Fulani because, except for religion, there's no much similarities between these two distinct groups in terms of basic differences that separate tribes like Language, Facial Appearance, Culture and Tradition, and History.

5. Data must include Religion Practiced.

6. For married women, data must include State of Birth and State of Marriage.

7. Data must also separate between minorities according to their individual states of origin.

8. The exercise must be electronic data capture system and full biometric details collected, and exercise must last for not less than six months.


9. Enumeration Area Demarcation must be thorough and percolate to the remotest parts of the country.


10. Results must be collated electronically and must be published to the public and made accessible to even the children in Primary schools.

These are not too much or fraudulent demands to make.

It surprises me when some fellows hear about a good work done by Jonathan and his team and they rush to tell us it was initiated by the past administration(s). Gov't is a continuum. You don't expect him to dismantle a good structure already erected by past gov'ts. He's more intelligent than that. Jonathan had once lamented that there are over six thousand FG abandoned projects scattered all over the federation, and that they'll be of very great impact to the people if the projects were completed.
By insisting that Jonathan has nothing of praise for him (although he's not even interested) in the projects he completes, you make a few things too obvious, namely:
1. You have no idea how gov'ts (should) run;
2. Out of search for own-glory you won't mind scoring an own-goal;
3. Corossive hate can lead you to destroy the good name and work of a fellow man though they be beneficial to even you;
4. You're only intelligent by less than half;
5. You're a saddist who'll rather prefer that people die in penury than be saved by the saviour you don't approve of.

This is commendable. But however, banks don't fold up because of those that rob them from the outside with guns but those who rob them from the inside with papers and pens (although the Hallmark Bank case is an abracadabra). Except for Aba in those days, and a few others, I think the SE and SS generally possibly have the least cases of bank robbery.

The greatest security challenge of this region is KIDNAPPING and until sustainable solution is applied the scourge will continue to cost the region a lot in investment.

Yeah, Government as an institution is a continuum. Whether or not the guy leaves administrative processes must continue. The guy in question here can not be said to be a KEY figure in the general administrative political configuration of Rivers state judging from the position he occupies.

Your argument is germaine. Like I said, without favour for any of the divides, Amaechi has drastically dropped in the zeal with which he delivered good projects and live changing programmes. Now it's just a live of "siddon dey look"

While serving as president of the Appeal Court, he watched as the opposition was handed over electoral victory in many states especially in the SW region which was his home region. These victories, according to the PDP, came through the most legally "intransparent and hasty manner". This caused a rouse and the PDP began to trial him. They said they intercepted calls which he had with the opposition key leaders (this is against the ethics of his position). The NJC found that as corrupt and the disciplinary committee set up an enquiry into it which found him culpable (by whatever means I don't claim to know). So he was suspended. As someone who's neither a PDP nor an ACN supporter, this is what I gathered from the entire noise that happened. Maybe someone could come up with the undercurrent issues. You know, here in Nigeria there's always more than meets the eyes, especially in politics.

I really felt for this man in the way he was battered with very heavy stick then. It was a horrendous experience for him. I wondered then what could happen to an ordinary person in our society if a PCA's face could be so marooned.

However, the evidence brought against Salami then were somewhat convincing but the opposition with its noise could not let us diagnose the case on its merit. Salami had denied any calls to Tinubu and Lai Mohammed and other ACN chieftains but when the call log was presented he claimed it must have been transposed. Although calls and SMSes can be transposed, does that automatically rule out the possibility that he placed those calls himself? Considering the time when the said calls were made, can we say his detractors backlogged a transposed call? That is not possible.

Considering Salami's sensitive position in the Public service was it not rather eccentric for him to make such weighty accusation on the then AGF? I think he should have sought a calm means of resolving the Sokoto issue knowing fully that the AGF would not have a choice but to bow considering what will happen if he's stubborn and his act goes public eventually. If Salami said the AGF called him for such a corrupt act he should also produce the call log as the NJC produced his own call. I think he was too fast to talk (to the public) without 1st of all considering the ramifications of his utterance.

Justice Salami's suspension was recommended by the NJC to the president. In the sense of separation of power the president was obligated to approve the suspension while Salami sorts himself out with the people he was fighting (although it was still the AGF and the PDP) but the ACN made it sound as if Salami was in a personal squable with Jonathan.

Following the preparations for the Eid El Kabir Sallah celebrations, an intelligent report made available to the men of the 7 Division, Nigerian Army in Maiduguri has averted what could have been a twin coordinated attacks by Boko Haram terrorists in Konduga and Bama Local Government Areas of Borno state.

Bama is about 75 kilometres away from Maiduguri where unspecified number of terrorists at Izza villages near Bama town were killed last week by the Division troops while 5 Hilux vehicles mounted with anti -air craft guns conveying the terrorists with 18 seater bus with suspected foodstuff belonging to them were destroyed before their mission to launch a deadly attack in Bama.

The Sunday aborted twin attacks by suspected terrorists was based on intelligent report available to the military troops that over 100 Boko Haram sect members had mobilized in a nearby bush close to Bama town with sophisticated weapons to attack Bama and Konduga local government areas of the state on Monday morning.

I can neither call these people traitors nor call them patriots. But one thing I know is that Amaechi's senseless war with Abuja is taking very heavy toll on Rivers state and Rivers people. If you live here, like me, you'd know from experience that Amaechi has performed more than woefully since 2011. He came by like a serious fellow in his 1st term but now he's lost grip of every good reason.

Meanwhile, Amaechi is using his noise to distract people from the truth and make it appear like he's been persecuted by Abuja. He was the Speaker of the Rivers state House of Assembly while Peter Odili stole about 3Trn Naira of Rivers people's money. Common sense tell me he's not clean. He must be complicit.

The fact is this. GEJ is busy amassing wealth not only for the sake of enriching himself, but for buying as much arms and ammunition as possible. The outlook for 2015 is clear: If the north and the south west deny GEJ the presidency, only one option is left.

Although this outcry is just a frivolous fiction of the OP's nightmare, but I keep wondering why some people are so grimly afraid of division of this country. Is it that they still see themselves as toddlers who cannot stand on their own?! What a fear and noisy loud cry!

The chairman, Board of Directors of the Rivers State Micro Finance Agency, Chief Precious Ngelale has resigned his appointment.

No reason has been given for the sudden resignation of Ngelale.

He served in the cabinet of President Olusegun Obasanjo from 1999-2003, first as Minister of State, Water Resources and later Minister of Commerce.

However, although the former minister could not be reached for comment on the development, rumours are rife that it may not be unconnected with the ongoing politics playing out in the state.

It could be recalled that another Governor Chibuike Amaechi’s appointee, Charles Anyawu also resigned his appointment recently.

Charles Anyawu, who was the Special Adviser to the Rivers State Governor, has since joined in the battle between Governor Amaechi and Chief Nyesom Wike’s Grassroots Development Initiative (GDI), for the control of Etche Local Government Area.

Also recently, it was widely reported that a Special Assistant and younger brother to the State Commissioner for Lands and Survey, Alikor Ezekiel-Amadi has dumped the Governor’s camp for the GDI in Ikwerre Local Government Area.

Lands Commissioner, Ezemonye Ezekiel-Amadi has since dissociated himself from his younger brother’s action, affirming his unflinching support for Governor Amaechi’s administration.

The Ogun State chapter of the All Progressives Congress has said it will not seek the withdrawal of its mandate from the defunct Action Congress of Nigeria lawmakers that have defected to the opposition Labour Party.

The APC described the defectors as not consequential to threaten the ruling party in the state.

Seven members of the Ogun State House of Assembly and two others representing the state in the House of Representatives had on August 27 defected to the LP.

Those from the defunct Action Congress of Nigeria included a former Deputy Speaker, Remmy Hassan (Odogbolu State Constituency); Samson Onademuren (Ijebu North-East); and Adijat Adeleye-Oladapo (Ifo II).

A member of the House of Representatives, Mr. Abiodun Akinlade (Ipokia/Yewa-South Federal constituency), who won on the platform of the ACN, also defected.

Speaking to our correspondent on Friday, the Publicity Secretary, Ogun APC, Mr. Sola Lawal, said as a party that believed in democracy and the rule of law, it would respect the freedom of the defectors.

He noted that the electorate voted for the defunct ACN, on which platform the lawmakers won their election and not the individual candidates.

The APC spokesman said, “If some individuals now decided to dump the party for another one, it is not bothering us at all. We know very well that it is not on the strength of their character or personality that they won their elections at the first time. We want them to test their popularity again.

“We have a very strong position to take such action and if we take it, no one will begrudge us. We believe that they are so inconsequential to threaten us. We do not intend to take any action. We would rather wait till the next election to test their popularity.

“Our party in the state controls the electorate. If the electorate decides on their own outside the party to do something, we have no controls over them. As a party, we are not going to ask the electorate to move against them (the defectors); we will not do that.”

Alhaji Mohammed Tukur is the Assistant Secretary General, Airline Operators of Nigeria (AON). He speaks on the challenges in the aviation sector against the backdrop of the Associated Airlines plane crash that claimed 15 lives.

You are a major stakeholder in the aviation sector with many years of experience. How do you assess the sector after 53 years of independence?

The sector recorded remarkable achievements under the tenure of the former Director General of Nigerian Civil Aviation Authority (NCAA). It was during that period that Nigeria got the Category-One certification, which is an international recognition. Also, despite challenges in some aspects of the system and aside from the Dana plane crash, Nigeria achieved relative safety and stability in the sector during that period as well.

Now looking at the sector under the current NCAA management, would you say that the aviation system is on track?

To be honest, the challenges facing the sector at present are quite enormous. The major problems include the move by the Aviation Minister to discard the existing Civil Aviation Act of 2006, which works in line with globally acceptable standards and replace it with a new policy of her choice, multiple charges. The issue of Civil Aviation Act of 2006 is a serious challenge because if not carefully handled, Nigeria may lose the Category-One certification, which took NCAA great effort to achieve.

Could you explain what you mean by multiple charges in the aviation sector?

The issue of multiple charges is a major challenge facing local airline operators. The charges are so numerous and have significantly affected our operations negatively on daily basis. For instance, we pay five per cent charge for passenger’s ticket, which is a compulsory payment for every airline operator.

This implies that when you buy a flight ticket from any airline, five per cent of the monetary value of that ticket must be paid to NCAA. If you book for a private chartered flight going to Abuja or any destination within Nigeria, you are bound to pay certain charges as well. Assuming the amount for a chartered flight is N5million, it means you must pay five per cent of N5million to NCAA.

Aside from that, what are other charges that airline operators are made to pay to various agencies in the sector?

There are many charges but let me just mention the common ones such as landing/parking fees, passenger’s service charge, on-duty card, payment for car park, navigation charges, access fees, office charges, electricity bills, charges on aviation fuel and many others.

Could you give us the analysis on the charges in terms of statistics on the amount and the agencies saddled with the responsibility of collecting the fees?

Well, let me start with landing/parking charges collected by the Federal Airports Authority of Nigeria (FAAN). This money is for every landing/parking that an aircraft makes at various points. For instance, if your aircraft lands 20 times at different airports, you must pay landing fees 20 times per day. The amount is from N14,000 depending on the weight of the aircraft and is compulsory.

Another one is called passenger’s service charge, which is from N1,000 and is on every sticker attached to the ticket. We also pay what is called on-duty card charge that is issued by FAAN for you to identify that you are working within the airport. The amount for this card is from N2,000. There is payment for car park, which is from N200. We have navigation charge and the money goes to Nigerian Air space Management Agency (NAMA). It means that if your aircraft moves from Lagos to Abuja and any airport in the country, you must pay for navigation. That is not all. We also pay what is called access charge.

What is access charge?

Access charge is collected by FAAN before your car is allowed to cross from local airport to the international airport. The amount is between N100 and N200 depending on the type of vehicle you are driving. Assuming if you have a transaction that takes you from local to international airports 10 times, it means you must pay access fee 10 times a day. Apart from access between local and international airports, we also pay for access to the tarmac for a vehicle carrying our crew members to have access to the tarmac area. The amount is about N250,000 for every airline carrier going inside the tarmac. This is a yearly payment that also goes to FAAN.

Others include payment for excess baggage charges for carrying any cargo into your aircraft and the money goes to NCAA. This implies that if you carry any cargo into your aircraft, you must pay NCAA five per cent of the amount charged for such cargo. Airline operators in Nigeria are also made to pay charges for aviation fuel. In this case, every litre of aviation fuel attracts charges and, because of these charges, oil marketers have increased the amount of aviation fuel from N180 per litre to about N195.

We also pay for office charge, which is from N35,000 every year depending on how big your office is. Electricity bill is another payment. Here they do not give us meters to pay as we go for what we consume but we must pay once the estimated bill is brought. We are also made to pay five per cent Value Added Tax (VAT) on the value of every ticket to internal revenue, which is for the Federal Government. After all these charges, the airline must pay staff salaries.

So, how do you improve your margin to stay in business?

You could see from the analysis that the operating environment is not conducive for local airline operators to thrive. This, in a way, contributed to why some airlines suffered cash crunch and closed shop. The situation is terrible and that is the reason President Goodluck Jonathan, after due consideration, granted waivers on importation of aircraft and spare parts into the country.

Prior to the pronouncement made by the president, airline operators were paying as much as 10 per cent of the total amount of a new airplane brought into the country as import duty to Customs. For example, if you bring in a new aircraft, you must pay 10 per cent of the total amount used in purchasing it as import duty. After that, if you take the engine of the same aircraft on which import duty had already been paid for repairs outside the country, you are bound to pay another import duty on that engine when you are bringing it back into the country, which is double taxation.

So far, how is the implementation of the policy on waivers granted by the President?

The policy has not been fully implemented despite the pronouncement made by Jonathan. For example, the President granted waivers on importation of aircraft and spare parts to enhance growth in the sector but some people in the ministry are trying to hinder the process just to exploit the airline operators. They would tell you to go to the ministry and obtain a written note from someone on a policy that Mr. President has already made a pronouncement and gazetted. You could see the level of corruption in the Aviation Ministry. There is no ministry of aviation any where in the world where the citizens are working very hard to develop their economies.

It is only in Nigeria that we have Aviation Ministry and our own ministry has become so corrupt and must be scrapped to ensure sanity in the system. NCAA should be granted full autonomy to run the industry like what obtains in developed countries. This is the only way through which we would fast track development in the sector. Personally, I believe she would be the last Minister of Aviation in Nigeria, because there is no Ministry of Aviation anywhere else in the world. FAAN, NAMA, NCAA and all the parastatals should be given free hands to do their jobs as professionals. I commend the Managing Director of FAAN who is doing his best within the circumstance.

The most annoying aspect is that after these charges, which the airline operators are struggling to pay, NCAA recently imposed yet another range of tariff of $4,000 and $3,000 for foreign registered and Nigerian carrier per trip. We believe the new development is a deliberate attempt by some individuals to kill the sector, because the levy is illegal and against global best practice.

With the situation on ground, airline operators may be forced to move their services out of Nigeria to places where the charges are moderate and reasonable. If Jonathan does not address the crisis in the sector for us to operate in line with the global trend, Nigeria may become a failed state in aviation after 53 years of independence.

NCAA, on September 23, filed a suit in the Federal High Court, Lagos challenging the reluctance of foreign and Nigerian registered airlines to pay the new charges. What do you think would be the out come of this?

We are not afraid because the issue would be sorted out in court. The recent charges applies to every airline like Aero, Arik, Chanchangi, IRS and Dana. We are not in any way against the policy of government but what we are saying is that government should create an enabling environment for the sector to thrive and create jobs for the benefit of our economy.

What is the role of FAAN in all of these?

It is unfortunate that the Ministry of Aviation is influencing everything going on in the sector, from contracts to policies. FAAN is not even given free hands to operate and award aviation contracts to experts according to international standards. Aviation is different from any other sector of the economy due to its nature. As such, aviation contracts often require experts with highly specialised skills to execute them to ensure safety, because safety is number one priority in aviation everywhere in the world.

Why is the management of FAAN keeping quiet about sensitive issues affecting the sector?

It is quite clear that they would not come out openly and talk because they are afraid of losing their jobs. For instance, work at the Port Harcourt airport has been abandoned and, up till now, nothing has changed in Kaduna airport.

Some people insinuated that work is abandoned at Port Harcourt airport because of the face-off and political rancour between the state governor and President Jonathan. Is the Minster of Aviation also having issues with the Vice President in the case of the Kaduna airport?

That I can not say but the quality of work there is nothing to reckon with. The terminal building is not completed; they left it half way. What is even surprising people most is the fact that the Vice President is not saying anything about the poor quality of work in the Kaduna airport. He enters his town through another state. Now we have eight flights to Kaduna on daily basis, which include two flights from Aero, two from Arik, two from Chanchangi and another two from IRS, yet a terminal building with such number of flights is uncompleted. Kano airport is worse than Kaduna because, as I speak, there is no counter for people to use. After launching, it was locked up and even rain has removed the roof. You can see the shameful situation we are in this country. Work in Enugu airport has not finished till now.

You talked about the Civil Aviation Act of 2006. What is the economic implication should the Act be replaced with the new policy from the ministry?

If not carefully handled, Nigeria may lose the Category-One certification that took NCAA time and efforts to achieve. This is because the new policy being introduced by the minister contradicts the Act of 2006, which complies with the aviation regulation globally. The violation of Aviation Act, which the office of the minister spearheads, is not good for our economy.

She used the office of Director General of NCAA as a cover to create a new directorate called Directorate of General Aviation (GA), Policy and Procedure Manual. This creation is a contravention of the Aviation Act of 2006, section A153 and sub-section 7(A), which list the directorates of the NCAA as approved by the President and National Assembly.

Just so you know, the Electoral Act specifies that the president must win not just the majority of lawful votes cast but must garner at least 25% of these votes in not less than 2/3 of the states of the federation and the FCT. Now, if a candidate loses in all 5 SE states he can not ascend the throne. He enters a run-off with his closest contender. You know it's even more difficult and chancy here when you're put through that. Ask Akunyili who passed thru something similar but not exactly same. She eventually lost to Ngige, your pal (my brother).

So, pls, if ASUU resumes you may need to revisit one of your GSTs, Citizenship Education, or so.

I was in Owerri over last week and almost all the local prints read of Okorocha's 2nd term ambition. Now I know why.
Point of correction, Nd'Imo have never supported Okorocha's surugede dance with the APC but as a matter of duty his political staff must stand by him whatever direction he chooses to move insofar their pay is coming. Okorocha is now swimming against the current and he must have realized by now how fo()lhardy his impulsive action was. If the APC picks him for VP he's still gonna be a political liability. All these excuses are just smart moves to rupu the man.
Well, please someone should tell our celebrated APC that if the rule is that there must not be muslim-muslim ticket and it must be north-south then let them make some sacrifices if they're serious. Pick a north Christian and a south muslim like Fashola. This is the only combination that'll appeal most well informed Nigerians. Oh, I forgot, in Nigerian political mathematics it is not BODMAS.
