It can be regulated, let the government have a body who educates and provides adequate infrastructure for them, including medical attention.

What Nigerians and Nigeria Government will do after banning Prostitution and brothels in Nigeria is to enroll all Prostitutes for skill acquisitions, and after completing their skills acquisitions training, then all former Prostitutes will be given money to start small businesses of their own, so this former Prostitutes can become self employed.
