You don't get it. While it is true that the maintenance has since been awarded during GEJ, it could still not be completed, missing many target completion dates. Remember GEJ spent 5.5 years.

With PMB on board, many have actually put their acts together to impress even beyond what is expected of them.

Just today we read that 14 foreign nationals were arrested for oil bunkering. In his five years stay, I can't remember a single such arrest.

The fear of PMB is already whipping some people into line.

It was working at roughly 27% thereabout capacity (according to NNPC).

TAM started at all the refineries we were told last October, to be completed sometime April/May 2016 (we were told).

However, to know that PH refinery (not sure if 1 or the 2) will start receiving crude by the end of the month, and start operating at 80% capacity by July, is wonderful news!

Why FG Rescheduled Turnaround Maintenance of Refineries

Fresh facts have emerged that the Federal Government rescheduled the comprehensive Turnaround Maintenance (TAM) of the refineries due to the negative security reports against the country, given to the Original Refinery Builders (ORBs) that built the refineries by their home governments.

The federal government had planned to engage these original contractors that built the refineries to carry out a 24-month complete rehabilitation work, beginning from August 2011 to the first quarter of this year.

The refineries include the 210,000 barrels per day capacity Port Harcourt Refining Company; Kaduna Refining and Petrochemicals Company, with a production capacity of 110,000 barrels per day and Warri Refining and Petrochemicals Company, with an installed capacity of 125,000 barrels per day.


Statistics from the NNPC revealed that TAM is carried out in refineries every two years, according to global practice, but the last TAM was carried out on the Port Harcourt refinery in 1999/2000.

The Warri Refinery witnessed its last TAM in 2004, while Kaduna Refinery’s last TAM was carried out in 2008, according to NNPC data.

THISDAY gathered that based on the directives of the Minister of Petroleum Resources, Mrs. Diezani Alison-Madueke, the former Group Managing Director of the Nigerian National Petroleum Corporation (NNPC), Mr. Austen Oniwon, had commenced negotiations with JGC/Tecnimont Consortium, the original contractors that built the Port Harcourt Refinery.

An NNPC source however told THISDAY during the weekend that the negotiations were stalled due to the “negative travel advisory given by the Japanese government to the consortium.”

According to him, the negative security reports prevented the officials of the company from coming to commence the maintenance work in 2011, as originally scheduled.

He also noted that negative travel advisory against Kaduna State by another foreign government prevented a training programme for engineers working at the Kaduna Refinery from being held in the refinery, in preparation of the TAM.

The source disclosed that the training programme was eventually held in Lagos as the foreign officials refused to go to Kaduna to organise the training.

These developments, it was learnt, prompted the Federal Government to shift the TAM of the refineries to a later date.

1. Again, the TAM on the refineries didn't start until October 2014 (3-4 months before the scheduled Feb elections), to be completed in 18 months (sometime April 2016).

2. For someone who allegedly is full of brains, I'd expect you to be able to read between the lines, and if you can't, at least I would expect you, to expect solutions and competence in-lieu of lame excuses and cluelessness -- especially when it's the 'blood' (if you will), of the nation we'r talking about.

3. I'm still astonished at how your skull full of brain matter can't read, or read but can't comprehend the original article from 'The Punch', and deduce new strategies are being implemented to hasten the TAM.
