MabraO:try use common sense na. As at August 2010 the ECA was meagre N450 million (N70billion). Where do you think the N6.21 trillion shared between 2011 and 2014 came from? Where do yu think the $2billion used for subsidy and balance $2billion come from? How can you say GEJ didn't generate then? Na common sense thing... How much did Yar'adua remain $6.5 billion which is just slightly above N1trillion. barcanista:FAAC is a committee of State commissioners of Finance and the Finance Minister. They do not have authority to approve withdrawal from ECA. It is only the National Executive Council (NEC) which comprises of State Governors and the President that has such authority. Secondly, subsidy payments should be properly appropriated by NASS, and not at the discretion of FAAC or the presidency. 6 Likes 1 Share |

One thing with a liar is that the person will keep giving different answers to the same question. You will soon be shocked when the oil marketers say they never received such money, then Ngozi will say God is my witness because she may have no proof of GEJ instructing her. A lot of money was shared in this last election, it had to come from somewhere. Ngozi should have kept quiet all this while instead of going to engage Oga Oshiomole who has a better reputation nationally. The man was even gracious in his choice of words when trying to respond to her diversionary tactics which is what you Barcanista is still trying to do. Finance commissioners from the 36 states of the federation have denied granting approval for the withdrawal of $2 billion from the Excess Crude Account (ECA) as alleged the former minister of finance and coordinating minister of the economy, Dr Ngozi Okonjo-Iweala. Okonjo-Iweala had last week said that the Federation Account Allocation Committee (FAAC) approved the withdrawal of $2 billion from the ECA. However, the Forum of Commissioners of Finance, a body comprising finance commissioners from the 36 states who are members of the FAAC, in a statement yesterday, said it was unaware of such approval, adding that the FAAC does not have powers to grant such approval. “We wish to state unequivocally that the FAAC does not have the authority to approve withdrawals from the ECA and therefore could not have approved the withdrawal of the sum of $2 billion from the Excess Crude (Foreign) Account. According to the law setting up the FAAC, which pre-dates the ECA, it cannot approve withdrawal and has not done so in the past. If anything the FAAC, as records of it meetings indicate, had often queried the activities on the ECA, and therefore did not decide any withdrawal,” the statement reads in part. The commissioners stated that “indeed, the FAAC noted and observed accordingly the withdrawal from the ECA of a total sum of $2 billion in December. “The then minister of finance and chairman of the FAAC when asked during the plenary of the FAAC meetings of the respective months explained that the former president gave approval for the withdrawals from the ECA to pay oil marketers subsidy claims as they had threaten to stop importing petroleum products. According to her, he further explained that this action will be ratified by NEC.” 6 Likes |

Mogidi: They settled out of court because the FG herself wanted it shared more than the Governors. FACT Furthermore, did the governors also stop the Federal Government from saving part of its share? If you ran a surplus budget at the Federal level, you would have had credibility to blame others or to say they did not listen to your advice. The key point is that since you were running huge deficits yourself, it was also in your own interest to share the ECA. You did not show leadership or credibility, full stop! 4 Likes |
