i agree a little with what you said, but just want add a little ideas.

you might be in a condition whereby you don't know if she really wants to get kissed or not so this is what i think you should do.

start a conversation with the lady. get focused ie keep a straight look at her face, if you notice she's putting on a new hair style, you can focus you topic towards that angle.
by telling her "Your hair looks so wonderful" remember to smile after the statement.
if she smiles with you, then you can proceed further by feeling her hair.

As you feel her wonderful hair, keep you eyes focused on her lips and back again at her face.
(remember to keep on smiling)
if you notice she's smiling back at you, the you know that she ready to get kissed.
so you must be ready to give her the kiss of her life.
you can now move gently towards her, use you hands to hold her lower jaw, then you gently insert you lips into her lips very slowly.
i guess you should know what to do from here.
