Winning war against insurgencies doesn't neccessarily mean there won't be once in a while suicide attack. Even Russia, USA, France, UK etc that have long won insurgency wars get attacked occassionaly.

Boko Haram, Dey are defeated already, civilians are sleeping and someone came and slit their throat which is common in some part of Nigeria. They don't have the anymore. So for those sai why coas or Lai moh'd is saying such is talking trash.. When Boko is display in past govt, they render every one useless. Call all security agent names, but now dey are defeated, why shouldn't security agent boast of their victory?
