Despite pressure from some forces, including members of his kitchen cabinet, President Muhammadu Buhari has foreclosed the reinstatement of sacked Department of State Services (DSS) Director-General Lawal Daura, The Nation has learnt.

Some of the lobbyists, it was learnt, trailed the President to London to mount pressure for the reversal of Daura’s sack. He was relieved of his duties by then Acting President Yemi Osinbajo

Those against the ex-security chief’s return argued that his sack saved the nation’s democracy and boosted the Buhari administration’s democratic credentials.

The battle has since shifted to the Presidency, over the search for a new Director-General.

Some favour the retention of the office in the North. Many want acting DG Mathew Seiyefa to be confirmed to prove a point that the President has a national outlook.

The argument for Seiyefa is borne out of his having less than one year to retire. He has spent 34 years in service.

A source, who spoke in confidence, said: “The forces pushing for Daura’s reinstatement have lost the battle because the President has foreclosed his return.

“The President has no plans to bring back Daura under any guise. He believes this administration is one and will not overrule his deputy. He is a man of discipline and not an ethnic bigot.

“What happened is that some ministers, a few kitchen cabinet members and influential people close to the President sneaked into London to meet with Buhari to overturn Daura’s sack.

“They alleged that Prof. Yemi Osinbajo sacked Daura before informing the President who was on vacation, said the source, who added:

“They were not aware that the President and the Vice President had discussed the fate of Daura and some security chiefs at least two weeks before the President proceeded on vacation in London. The two leaders had agreed on the need to effect a few changes.

“Osinbajo acted in line with the template set by his boss and acted appropriately.”

It was leaent that while in London, “a former Head of State and a minister in the kitchen cabinet advised the President to ignore these influential forces pushing for Daura’s return in view of the democratic mileage the administration scored with his removal after the unauthprised invasion of the National Assembly by hooded DSS operatives.

“The ex-Head of State warned on the diplomatic and international implications of reinstating Daura. The Minister also minced no words in confronting those who wanted the ex-DG back in office.”

A source in government also gave insights into Daura’s removal.

The source said “while it is true that the Vice President sacked Daura before informing the President, it was in line with the earlier decision by the two leaders to tinker with the security apparatchik.

“There was a template which the President would have worked on after the vacation which Osinbajo implemented. Osinbajo informed the President of the action he took and the President endorsed it because the Presidency is one.”

“So, when Daura acted against democratic norms, he was invited to the Presidential Villa by the Acting President. While seated in a part of Osinbajo’s office, waiting to see the VP, his removal.

“He was then escorted out of the back exit of the VP’s wing to a safe house for debriefing. There were no altercations in any manner between the VP and Daura.”

On the sucession matter, a security source said: “It is either the retention of Seiyefa or appointment of a new person as the substantive DG. For Seiyefa, who has less than a year left in service, this is the second time, he will be closer to clinching the job.”

Seiyefa In 2010, he lost to former DG Ita Ekpenyong, who was said to have been preferred by former President Goodluck Jonathan.

The recent appointment of Matthew Seiyefa as the Ag. Director General Department of State Services (DG DSS) must have come to many as a big surprise.

The surprise may not be that he is academically and professionally bereaved or incompetent to perfectly pilot the affairs of the Nigeria secret police but because many considered such appointment as an anathema under this present administration. Juxtaposing his ethnic extraction side by side with the proven unfavourable sectional and nepotic appointment of the heads of security formations by the President Muhammadu Buhari, his emergence looks like an aberration from the norms.

Unending criticisms and complaints have continued to trail the rationale and wisdom behind the action of President Buhari to concentrate the headship of the Nigeria security apparatus sectionally in the northern parts against the constitutional stipulated federal character principles. In what has become a serious new media joke to many Nigerians, the appointments are so sectional that Hausa has become official language used during security meetings.

Many that have, in discomfort, made reference to the heads of police, military, NIA, Immigration, Civil Defence and other paramilitary agencies as northerners, saw Seiyefa’s emergence as a succour and providence to change these narratives in the Buhari’s security architecture.

But the appointment seems far from gaining wide acceptability considering the antagonisms and intense debate which have trailed it. For some, his ethnic nationality not competence, automatically disqualifies him to head the service. Yet to others, his southern ethnic nationality ought to provide the much clamoured stabilizer this administration needs to cushion the effects of the perceived lopsided appointment of the heads of security operatives in the country.

Though just appointed on acting capacity, mischief makers have already started labelling Seiyefa as former President Goodluck Jonathan’s man and brother simply because they are from the same ethnic extraction and state of origin.

However, those following events religiously at the DSS would understand that Seiyefa witnessed his longest period in the professional wilderness under the Goodluck Jonathan administration when he was quarantined to the service’s worst posting, the Base Command in Lagos.

He received his worst posting in the service under Jonathan administration yet he meritoriously served there for several years before taking charge as the Director of the Service’s training school, the DSS National Institute for Security Studies (NISS) in Abuja.Painfully, as it may sound, he narrowly missed the appointment as the DG in 2015 due to the same wicked speculation of the tag as Jonathan’s man for nothing other than coming from the same ethnic nationality.

Seiyefa, with a legal background, is said to be a detribalised thoroughbred security professional. He certainly seems to be the man for the job. He may look meek and unassuming, but he is professionally and ruggedly prepared to head the security outfit as sensitive as the Service.

With enviable security experiences gathered and garnered from various operational commands of the service for the past 34 uninterrupted years, Seiyefa is certainly one man who knows where the bones of the service are buried.

Having emerged the Ag. DG through providence after the sack of his predecessor, LawaL Daura, the wicked rumour linking him with former President Jonathan has been pedalled as the likely factor to influence the much awaited decision of Mr President. Regardless of whatever becomes President Buhari’s decision, Seiyefa has provided the opportunity for him to counter the narratives in the mistakes of the headships of the security formations. The confirmation or retaining of Seiyefa will not only right the wrongs of the biased composition of the headships of the security agencies but will also portray him as a nationalist.

But will President Buhari resist the pressure from the centrifugal and centripetal forces bent on deciding who heads the service wrongly turning into a reliable portent instrument in the hands of politicians to whip everybody into line especially during this frenzy electioneering mood. However, beyond the shenanigans of who finally becomes the head of the secret police, what is incontrovertible is that Seiyefa will be an asset to the present administration.

Having served at different formations and commands in the South, and in the North, where he is known to have worked as both Director of Operations and Intelligence at different times, he will certainly decode the insecurity menace crippling economic activities in that part of the country. With a South-South background, he equally posses the secret code of the activities of the restive militancy in the Niger Delta area of the country. He is also an added tonic to the inroad the administration needs in the South.

Therefore, by every consideration – economic, socio-political and professional – Seiyefa, adequately equipped as an insider, will certainly be an asset and essentially a stabilising force to among other things rewrite the nepotic perception in the appointment of the heads of the security operatives. Already, he left no one in doubt of his preparedness for the task ahead and clear vision of his mandate during his maiden media parley recently. His body language which confirmed him as a detribalised person didn’t come by coincidence considering his many years of posting across the length and breadth of the country.

His appointment, even on acting capacity, could not have come at a better time than now that many have continued to clamour for a professionally-oriented DSS against the Service clearly becoming an instrument of coercion and victimisation by the successive governments.

President Muhammadu Buhari is considering confirming Mathew Seiyefa as the substantive Director-General of the Department of State Services (DSS) or appointing a new head, DAILY POST has gathered.

Vice President Yemi Osinbajo, who was in acting capacity while Buhari was in London, fired the former DG Lawal Daura.

The sack followed the siege at the National Assembly by DSS operatives, a development which sparked outrage across the country and abroad.

Prominent individuals, groups and members of the international community condemned what they described as an attack on the country’s legislature.

But the president is still under pressure to reinstate Daura or give him another role in government.

However, information reaching DAILY POST has it that while some forces want the retention of the office in the North, others are urging the president to confirm Seiyefa.

According to the latter group, elevating the Bayelsa-born top officer to substantive DG will boost the president’s image and quell feelings that he is an “ethnic bigot” who has allegedly favoured the Northern region in security appointments.

However, Seiyefa has just about one year before his retirement, having spent 34 years in service.

Seiyefa was said to have “lost” the position to former DG Ita Ekpenyong in 2010, who was appointed by former President Goodluck Jonathan.

Sources say he may be favoured this time as compensation for his hardwork over the decades.

Seiyefa is the most senior deputy Deputy Director-General out of the four incumbent DDGs.

But if President Buhari decides to overlook them and pick someone below their rank, the quartet will have to retire.

September will bring smiles.. federal employment is always like dis.. efcc that left last week ABI upper week waited for 8months so don't lose sleep just go about ur daily activities and enjoy ur life let it be a surprise to u.

no posting is permanent bro.. I think two three years ders always posting. There is also exceptions tho u know sometimes when u move someone that's the bone of an on going investigation it might affect the opp. Things like that are also taken into consideration. Some other factors too. But eventually posting must be done u must change base u must experience it.

Seven Ijaw youths detained for two years arrive Bayelsa
•We were held in underground cell, say ex-detainees
The new leadership of the Department of State Security (DSS) may have started making good its promise to review cases of all detainees in its custody, according to indications yesterday.
Seven Ijaw youths from Bayelsa State who were arrested two years ago and locked up in the organization’s cell since then were yesterday set free in Yenagoa.
The agency’s newly appointed Acting Director -General, Mr. Mathew Seiyefa, told reporters at his maiden press conference two weeks ago that he would review the cases of detainees with a view to setting free those who are not supposed to be held.
The seven Bayelsa men were brought from the DSS Headquarters in Abuja to Yenagoa at the weekend and released to their families who had gathered outside the agency’s office in the state capital to receive them.
Some of the suspects shed tears of joy in the warm embrace of their friends as they walked into freedom.
The suspects looked unkempt with overgrown beards, rough skin and dirty clothes.
One of them, who identified himself as Clinton Ohaigbofa, said suspects held without trial were being massively released across the country.
He hails from Ebedebiri in Ogbia Local Government Area.
He said they were held in underground cells in Abuja and went through untold hardship.
They were never charged to court, he said.
Narrating how they landed in DSS detention, he said: “We didn’t do anything. We were arrested on May 24th, 2016. We were taken to the JTF headquarters in Opolo and were later transferred to DMI, Abuja.
“After interrogation, we were transferred to Defence Intelligence Agency. On August 26, 2016, we were transferred to the Department of State Service, Abuja. We stayed there for over two years.”
Reliving their ordeals in the DSS cell, he said: “They treated us badly. We were held in an underground cell. They gave us little bread in the morning, little rice in the afternoon and a morsel of semovita in the evening.
Each portion of food cannot satisfy a two-year old baby. They deprived us of everything. They didn’t even take us to court. There was no freedom to even see light. They subjected us to severe punishment. They kept us hungry and deprived us of medication. Suspects are being released massively because of the new DSS boss. I don’t know the actual number released so far. But we thank the new DSS boss

now this completely my opinion so PLEASE i am not stating a fact from a 'source' so let me go ahead and say that the longer d delay in calling guys to camp, d less likely i see d possiblity of using the ex dg's list and i have my reasons
1. the ex dg handled the last recruitment n people will testify it was heavily skewed in favour of his hometown. katsina got 51.
2. the new dg will want his interests reflected in the list. nobody knows if buhari will appoint someone else as the substansive dg but in any event the current list will be 'revisited' this brings two thoughts to mind
a. to revisit d list d new dg might 'play around with the list' and substitute a lot of names. this will b d easier way but the problem with this is that it will raise a lot of eye brow and if the new dg wants ti start with a clean breath he will prefer to go for option;
b. declare gross inconsistency in d recruitment process and order for a fresh recruitment. by changing the state director's of security he will have loyal state commands that would follow his directives as far as recruitment is concerned.
once again my opinion so read with caution.

1. the ex dg handled the last recruitment n people will testify it was heavily skewed in favour of his hometown. katsina got 51.
2. the new dg will want his interests reflected in the list. nobody knows if buhari will appoint someone else as the substansive dg but in any event the current list will be 'revisited' this brings two thoughts to mind
a. to revisit d list d new dg might 'play around with the list' and substitute a lot of names. this will b d easier way but the problem with this is that it will raise a lot of eye brow and if the new dg wants ti start with a clean breath he will prefer to go for option;
b. declare gross inconsistency in d recruitment process and order for a fresh recruitment. by changing the state director's of security he will have loyal state commands that would follow his directives as far as recruitment is concerned.
once again my opinion so read with caution.
I asked this same question when that change initially happened the answer I got was people come and go organization stays.. yes the list will be scrutinized definitely it can go both ways good or bad. But for now there no concrete info all we hear is to wait for camp date that recruitment hasn't been cancelled and won't be cancelled becos of the impending number of retirement I de organization , even if it's cancelled it will be rushed, they av already invested resources and time on vetting and background checks. It may affect the time table as the next recruitment is due for 2020, make we carry eye the look sha

Gist I have is the new man is trying to sanitize the system the last man had bleeped it up bad. According to reports, new directors and personnel are reporting and handing over tomorrow and before Thursday are supposed to return to their new bases. Recruitment is very much on that much am sure of... Let's see what September brings.

I disagree with you sir, the are doing posting to different states remember the last set just came out few days before Salah, they went for promotional exams if u remember very well, hence currently posting, and upgrading to new positions in and to various state commands across the federation....

Let me just chip this in. There was a compulsory cadre course that was implemented this year in the service. A training compulsory for all personnels of the service regardless if you are going for promotion or not this year and they've been going in batches.
So i guess that has been the major cause of the delay cause the courses are taking place in the training schools and the personnels are a lot. And we may mistake them for promotion exams but it's actually the course most of them have been going for. The recruitment is still fully on ground but no one knows when the call will come.
I'd advise you be prepared always.

New report has reportedly emerged concerning the former national security adviser, Lawal Daura, who was sacked by then acting president, Professor Yemi Osinbajo.

The Nation reports that although Daura remains in custody, he has been allowed access to his wives and some associates.

It was reported that the former DSS boss is awaiting President Muhammadu Buhari’s decision on him.

A source said: “The former DG is still in a safe house but now with access to his wives, children and associates. He does not know what the presidency has for him. He is awaiting President Buhari’s decision.

“His ultimate desire is to let the President and Nigerians hear his own side of what really transpired on August 7. He is desirous of freedom now. He wants to return to his house.

“There is, however, an uneasy calm in government circle on how the President will resolve the matter. I think he is awaiting a brief from the VP on IGP’s report.

All officials, including ministers, are avoiding talking on Daura to avoid being accused of taking sides.

“We are all divided on this case but we are keeping our opinions to ourselves. We do not know the disposition of the president.”

Meanwhile, a close associate of Lawal Daura, the sacked director general of the Department of State Service (DSS), has reportedly disclosed that the siege on the National Assembly was conducted through a collective process which included the involvement of principal officers of sister agencies.

According to Vanguard, quoting PRNigeria, the source who chose to remain anonymous, however, did not disclose whose authority the former DSS boss relied on, to lay the siege.

NAIJ.com gathers that the source insisted that the action was carried out in the nation’s interest.

The Presidency has ordered the Acting Director General of the Department of State Security Services, Mr Mathew Seiyefa to reverse recent redeployment of top officials of the spy agency.

A source who spoke with our correspondent on the condition of anonymity s said that Aso Rock was not impressed with the new postings and had ordered that the postings be reversed.

The source also said that President Muhammadu Buhari was already shopping for a replacement of Seiyefa.

Seiyefa was appointed by Vice President Yemi Osinbajo while acting as president following the sudden sack of Mr Lawal Daura who was relieved of his job after ordering a siege on the National Assembly.

The source said that the Villa was not comfortable with the new posting and has therefore asked the affected officers return to their earlier postings.

Seiyefa, who joined the service in June 1984, has less than a year remaining. He will retire next year when he would have put in 35 years in service.

He was the most-senior official at the secret police when the axe ultimately fell on Daura.

Although, the Presidency said that President Muhammadu Buhari supported the sack of his kinsman, Daura, there were reports which claimed the contrary.

Seiyefa, who was excited by his appointment has swiftly moved to curtail the excesses of some of his men and ordered a nationwide redeployment of top officials of the service with the aim of repositioning the agency.

Some state directors were said to have been too close to state governors where they were serving. Others were said to have been compromised by the governors of the state where they serving.

However, unknown to the Acting DG, the Presidency did not buy his ideas of repositioning the service.

Immediately he was appointed, Seiyefa gave hint that he would not toe the inglorious path of his predecessor at a maiden press briefing on Thursday.

He promised to review all pending cases of illegal detention of persons, as well as the need to appoint a spokesperson for the department after three years of blackout imposed by Daura.

He also vowed to significantly improve the agency’s image from its current infamy to an institution packed with professionals in law enforcement and protection of citizens against internal aggression.
