Happy new month guys... It's really sad the state of things in the country concerning the Dss not the recruitment process as awhole but the whole organization from the top it's filtering down...some top politicians won't allow the acting dg proceed and set things right, which might also work in our favor... There's serious back and forth going on right now.. I pray it doesn't affect us cos the delay is already overdue sixth month now by my count. But what can we do other than wait and pray.. do have a lovely September best wishes this month stay positive.. insha Allah..

What appears a push to curtail the pace of reform being implemented at the State Security Service (SSS) has brought President Muhammadu Buhari’s Chief of Staff, Abba Kyari, head-to-head with Director-General Matthew Seiyefa, PREMIUM TIMES can report today.

Already, multiple sources said, Mr Kyari has ordered Mr Seiyefa, who was named to the position only last month following the sack of Lawal Daura, to reverse some key decisions he took and desist from implementing new measures unless otherwise directed from the presidency to do so.

This newspaper learnt that Mr Seiyefa called Mr Kyari’s bluff saying he would rather report to and take directives from the National Security Adviser, Babagana Monguno, under whose office the SSS is structurally placed.

The rift has become so pronounced that top directors at the SSS and even some rank and file are now threatening to either fight the battle openly with their principal or quit the service entirely — saying political interference has corroded the agency’s professionalism and should no longer be tolerated.

Mr Kyari’s position, contained in a letter he wrote to Mr Seiyefa on August 30, prescribed the types of administrative decisions the new spy chief should not make without permission from him.

Mr Kyari said Mr Seiyefa should immediately recall some directors who were recently asked to proceed on terminal leave. State directors in Borno, Cross River, Kaduna and Oyo were cleared for terminal leave by Mr Seiyefa, ahead of their retirement from service.

Other officials who were redeployed are also asked to return to their previous posts, a decision Mr Seiyefa sees as an attempt to undermine his authority, according to people close to him.

Mr Seiyefa was appointed on August 7 by then Acting President Yemi Osinbajo, moments after the dismissal of Mr Daura.

Mr Daura was accused of ordering the August 7 siege which SSS operatives laid to the National Assembly, drawing nationwide condemnation amongst those who saw it as an affront to democracy.

Mr Seiyefa assumed office promising to clean up the mess at the agency, which many expect would involve doing away with the controversial tactics of Mr Daura.

His appointment was widely hailed by top civil society personalities, including Chidi Odinkalu, a former head of the National Human Rights Commission who described the new spy chief as “a thoroughbred professional” in an exchange with PREMIUM TIMES.

Mr Seiyefa demonstrated the genuineness of his resolve by immediately holding a press briefing to address issues confronting the SSS, especially in relation to human rights and internal accountability.

Some of the promises were already being implemented, as several persons held on obviously flimsy grounds and without trial were being set free. He also appointed a new spokesperson for the agency within a week of settling in office, years after Mr Daura sacked the agency’s spokesperson and closed down its media unit.

While high-profile detainees like Shiite leader Ibrahim el-Zakzaky and former National Security Adviser Sambo Dasuki have not been released, human rights activists are optimistic that Mr Seiyefa would soon enforce the multiple court pronouncements granting bails to the duo.

PREMIUM TIMES has not been able to independently establish why Mr Kyari is becoming increasingly suspicious of Mr Seiyefa’s actions at the SSS, but officials at the secret police allege it was an attempt to bring back Mr Daura or someone else the administration felt would be amenable to its interest ahead of the 2019 elections.

Mr Osinbajo took the decision when he was acting president while Mr Buhari was in London on vacation for 10 business days. Mr Seiyefa was the most senior official when he was appointed last month, and is expected to retire next year because he joined the agency in 1984.

But since Mr Buhari returned to the country, there have been strong indications that he was not in support of the summary dismissal of Mr Daura, contradicting earlier claims by presidential spokespersons that the president signed off on Mr Daura’s sack.

“They do not want him to be taking those decisions, so they want to weaken his resolve and reform agenda,” a senior SSS official told PREMIUM TIMES this weekend. “They are suspicious of him and want to remove him to put some favourable people that may help them win the elections.”

Presidential spokespersons Femi Adesina and Garba Shehu did not return PREMIUM TIMES’ requests for comments.

Peter Afunanya, the new spokesperson for the SSS, also did not return requests for comments.

Some officials, including junior personnel, told PREMIUM TIMES they were ready to resign if that is “where they are dragging the service,” saying the agency’s image had already been too battered in recent years.

Another senior official said Mr Kyari’s demand for the recall of officials on terminal leave could spark administrative and personnel row within the agency.

“We are wondering whether they are going to place them on contract when they come back because they have been replaced already,” an SSS official said.

You got the NIS job. Congratulations, bro. Why don't you just quit following this DSS thread. OK, I get it. You're keenly waiting to hear the news about a canceled recruitment.
First of all, you keep ranting about cancelation of 2016 recruitment.
Quick question for you with regards to that: What position did you apply for in 2016? Cadet? ASO? Detective? Because I am aware of Cadets who were recruited in that set. In fact, two of them are already planning their weddings.
Secondly, if there was a cancelation of the detectives Cadre in 2016 (if that is what you applied for in that year), does it mean it happened to all other Cadres?
Thirdly, you should be smart enough to observe and deduce that the recent upheavals and shake-ups heating up the polity is a strong indicator of the delayance in the recruitment exercise. Elections are just a few months away, too many political interests here and there.
And if... I mean if at all this recruitment is canceled, it would be because of the immediate explanation above. And this has nothing to do with your statement of "DSS will always do what they know them for".
It would even be better if you would just calm down and wait for DSS to prove you right. That way, you would really earn the respect of some individuals here.
In fact, I would not be surprised if you're really wishing to finally hear that this exercise has been canceled.
N.B: Congrats on your new job, bro. Wishing you the very best.

Controversy is brewing at the Department of Security Services (DSS) following alleged directive from the presidency asking the acting Director General (DG) Matthew Seiyefa to reverse recent changes he made at the agency.
Daily Trust learnt that following the sack of Lawal Daura as the DG, Seiyefa immediately commenced re-organizing the agency by constituting a committee comprising directors and management staff to reform the agency
The committee is reportedly chaired by the Director Administration who is from Katsina State.
The committee, sources told Daily Trust, discovered that there are 49 vacancies at the directorate level across the states and top management positions at the headquarters, which the sacked DG did not fill, even though there are qualified people in the service for the vacant positions.
“Not filling those vacancies have resulted in stagnation, discontent and low morale among staff,” one of the sources said.
The committee was said to have recommended the disengagement of all those who have reached retirement age or have already put in 35 years in Service.
Seiyefa also embarked on some few appointments which included retaining the director of finance, the deputy director administration and appointment of another director from Kano into top management position.
Also, the committee discovered that there were three top management staff from the South-South at the Headquarters, but none from the South West.
Seifeya also re-deployed another director to the headquarters so that the South West would have representation.
However, the acting DSS boss was summoned by a top official in the villa and asked to reverse all the new postings he made.
But sources told Daily Trust that Seiyefa has vowed never to allow interference in the running of the agency.
It was learnt that a director in the agency has started calling those affected on phone asking them to go back to their former postings, but the officers have refused to obey the order, describing it as illegal.
Attempts yesterday to contact the newly appointed spokesman of the agency, Nnochirionye Afunanya for position of the agency were unsuccessful.

Moves by the Acting Director-General of the Department of State Security, Mr. Mathew Seiyefa, to reform the agency might have finally hit the rocks as he has pledged to obey constituted and legitimate orders.

There were speculations of a rift between the Presidency and the secret police over reforms initiated by Seiyef with claims that the Chief of Staff to the President, Abba Kyari, was uncomfortable with the move.

On Tuesday, a statement by spokesperson of the DSS, Mr. Peter Afunanya, noted that the agency is bound to obey constituted and legitimate orders.

Afunanya noted that despite the fact that the media reports “are unhealthy for the Service and indeed, Nigeria”, “DSS has undoubtedly remained a committed Service with focus on the stability and security of the nation”.

To this end, he called for partnership with the media and closer cooperation to enhance national security.

Part of the statement read: “Over the years, the Service has been known to be both a strategic stabilizer and a unifying factor in the Nigerian project. It therefore deserves and desires to be focused and supported by all stakeholders to play the expected role in a democracy. Only a professionally driven DSS can support and consolidate Nigeria’s democracy. Though Intelligence Services world over operate covertly, it is also held accountable in a democratic practice. To accomplish this, they design strategic alliances with partners and stakeholders. The media is one of such partners. Held in utmost respect, the media is called upon to report issues of national security with caution to avoid a breach of peace. No deliberate effort should be made by self-serving interests to bring the Service to ridicule. No country or its media can afford to undermine their own security forces because of the dire consequences that portends.

“The Service, as an institution of government will continue to carry out legitimate orders; support democratic institutions; respect the rule of law and protect the citizens in line with global practices and Standard Operations Procedures (SOPs) in Intelligence gathering and law enforcement. Dark forces should not bring the Service into a collision with the Government it is meant to diligently serve.”

“The Service is undaunted and will pursue noble goals only meant to uphold integrity in security and intelligence governance. This is a global trend for accountability. Its personnel across the commands and formations have been enjoined to be calm, loyal and united in the discharge of their duties as the Service has remained of the few Institutions in the country that has exhibited unquestionable oneness and commonality of purpose in advancing the interest of the nation.”

I pray this is not true..Someone should confirm this

Emerging report has revealed that President Muhammadu Buhari is shopping for the replacement of the new Head of the Department of the State Security Services, DSS, Mathew Seiyefa, after his redeployment of top officials in the Service, which the Presidency has frowned at.
Recall, that Seiyefa was appointed by Vice President, Yemi Osinbajo, while acting as President, following the sudden sack of Lawal Daura, the former Director-General of the Agency, who was relieved of his job, after ordering a siege on the National Assembly.
Although, the Presidency said that President Buhari supported the sack of his kinsman, Daura, there were earlier reports which claimed the contrary.
Seiyefa, who was excited about his appointment, had swiftly moved to curtail the excesses of some of his men, and ordered a nationwide redeployment of top officials of the Service, with the aim of re-positioning the Agency.
Some State Directors were said to have been too close to some State Governors, where they were serving. Others were said to have been compromised by the Governors of the States, where they were serving.
However, unknown to the Acting DG, the Presidency did not buy his ideas of re-positioning the Service, and has ordered the Acting DG to quickly reverse the recent redeployment of the top officials of the Agency.
Also, a source revealed that President Buhari has handpicked a Retired General, who is a serving Minister, and considered to be a loyalist, as a replacement for Seiyefa.
Recall, that immediately he was appointed, Seiyefa gave a hint that he would not toe the inglorious path of his predecessor, at a maiden Press briefing.
He promised to review all pending cases of illegal detention of persons, as well as the need to appoint a Spokesperson for the Agency, after three years of blackout imposed by Daura.
He also vowed to significantly improve the Agency’s image from its current infamy, to an Institution packed with professionals in law enforcement, and protection of citizens against internal aggression.
Last week, an Associate of Daura reportedly said that the former Head of DSS took the decision to invade the National Assembly, after consulting with relevant authorities.
The Associate also stated that Daura took all actions in national interest, through a collective responsibility, including involvement of principal officers of sister Agencies, even though he promised not to disclose on whose authority he relied on, to lay siege to the National Assembly.

Abdulsalam Intervenes, Buhari Confirms New DSS Boss, Places Embargo On Media
-
With the President’s signal, the official portrait of the new DSS boss was ordered to be mounted at every DSS office around the nation. The order according to a DSS source was swift. The portrait of the new boss took less than 24hours to be mounted at the offices.
Along with the signal, the President issued an indefinite blanket embargo on media coverage of the DSS activities. The embargo also halted all communications to the media on DSS activities until further notice until the perceived volatility caused by the sudden sack of the former DSS boss is considered quelled.
The sudden sack of the former boss of the DSS by the then acting President, Prof. Yemi Osinbajo had sent uncontrolled shockwaves through the hierarchy of the DSS and across the top officers at the presidency. The shockwaves quickly turned to a pressure to return the former DSS boss. Among those spearheading the show of force to return the sack DSS boss was the embattled chief of staff, Abba Kyari.

Abdulsalam Intervenes, Buhari Confirms New DSS Boss, Places Embargo On Media
Information available to 247ureports.com indicates calm has returned to the offices of the nation’s secret police, the department of state security services. This is following the return of President Buhari’s trip to the republic of China on Thursday September 6, 2018 when he sent signal to the hierarchy of the security apparatus of the nation’s secret police informing them he has rectified the appointment of the new DSS boss.

Abba Kyari was alleged to have receded decisions taken by the new DSS boss. The redeployment and awaiting promotions that the new DSS boss approved were reversed by the chief of Staff – on grounds that remain questionable till date.

President Buhari, in his confirmation of the new boss, did not treat the issue of reversal by the chief of staff.

It was gathered that President Buhari was previously determined to return the sacked DSS boss. It took the behind door intervention by the former military head of state, Abdulsalam to impress on Buhari to allow the new boss to stay on. He impressed on him the impending threat of disorder within the DSS should the new boss be removed.
