Secondly, its not the duty of a governor to make laws as you assume, it is the duty of the House and it has a procedure which takes time.
Thirdly, you're a liar. Hawkers have never been known to rob anyone on the road. That's the fattest lie ever and it's a new low you have introduced.
Fourthly, should we also ban also ban all professions that are risk prone? We can start by banning driving on the highway since that's one risky lot. Or stop all farmers from farming since there is the risk of snake bites. Or close down all mamaputs and corn sellers because of the risk of fire.

Confident Ignorance is is terrible disease. Treat it before it leaves you helpless.

Okay sir, erudite scholar, you don talk be that now! First of all, i was not aware that the law was passed in 2003 and it wasn't stated in the article as well, i don't live in Lagos so it's impossible for me to keep up with what's going on there, even at that, for the fact that it's just been signed into law now by the governor renders it effective only recently therefore the comment claiming he himself was guilty of buying by the roadside is hogwash since the law was not yet signed. Secondly, yes it is the duty of the parliament to make laws and the executive signs it to law, but yet the executive can also make decrees and policies sometimes without recourse to the parliamentary arm, if all the executive ever does have to be passed by the parliament then what does that makes the executive? Whether the law was passed in 2003 or not the governor of a state in his role as chief security officer of the state and chief administrator can make some decrees towards enhancing the safety of his constituents who are his responsibility. Where in my response did I make the claim or insinuated that roadside trading and hawking was banned because of the traders stealing from and harassing innocent motorists? I will recommend you perhaps read the response again incase you couldn't comprehend at once! Finally, I said road side trading and hawking is not proper, all the analogies you gave are totally irrelevant, it's uncivilized for people to be sharing the expressway with cars and be shoving their wares in people's faces, if we want our society to become modernized and develop, we ought to do away with such habits, no one is taking away their livelihood but it's not safe for them to stand on the express or highway hawking goods, they need to get a stand or a shop to do that.
