I agree with your first sentence here 100%. But may I remind you that there were no as much perverts as we have now back then. Things have changed. I can argue that most women that went unclad then were older women in the society, the height of going unclad by a young lady then would be tying a wrapper up to her chest, a little above her bosoms.
