They are afraid because they want to eat their cake and also have it. They want one Nigeria but also want to retain ownership of lagos which is not possible. Whom ever owns land, pay taxes and invests in lagos owns lagos. Plus Nigerian constitution doesn't recognize ethnic ownership of land. It only recognizes state which is different.
