Works ministry executed no capital project in 2017, says Fashola

Minister of Power , Works and Housing , Babatunde Fashola (SAN ), has said the works ministry was not able to implement capital projects in 2017.

Fashola said this on Wednesday when he appeared before the Senate Committee on Works to defend 2018 budget proposed by his ministry.

A member of the committee , Senator Barnabas Gemade had asked why the ministry (Works ) had zero performance of capital projects in 2017.

The minister , however , blamed it on the late passage of the 2017 budget .

Fashola said , “ The 2017 budget was passed in June. The procurement law requires a procurement plan which took till September. In following this law, the first release was in August. Most of the projects were going through procurement formalities such as tax identity , contract terms , even construction companies went on holidays . So , there were so many things.”

Chairman of the committee , Senator Kabiru Gaya , then asked about the amount of projects that were not procured in 2017 since there was a rollover of projects from 2016.

Fashola was unable to respond to the question , stating that even the Director of Planning in the ministry could not give a definite answer. He , however , pleaded with the committee to bring a detailed report later .

The minister said , “ It is a tough task . We may be allowed to submit those details . The ending solution , which has not been found favourable , is that once you appropriate for a project in a particular budget , it should not be lined up in another year .”

Fashola said the country could not finance new projects every year due to its enormous nature.

He added , “ Most of these roads are between 50km and 100 km . In your states , 5 km (road ) takes 24 months . Then if we have more in a budget , we cannot finish them . It is not what we want. Our resources are not increasing in an exponential manner, compared to our projects.”

The committee then resolved that the projects in 2017, which were not procured, should be rolled over into the 2018 budget and re - presented in the report in a week .

I have always maintained that not a single capital project has been initiated , I was part of those who doubted Adeosuns claims that she had released 350 billion naira for capital projects because we would have felt the injection of such funds into the economy one way or the other... In Buharis first stint as military leader he spent his entire tenure without attempting a single capital project and he is here doing so again as civilian head of state... Buahri has an agenda to weaken the Nigerian state as plot to Islamise this country with less resistance.. Vote the idiot devil out today .

When you cannot comprehend you call it govt lie when in fact you simply don't understand basic information being passed to you. The links you posted talks about the 1st quarter of 2017, meaning the budget of 2016 was in play as 2017 budget was not passed till June 2017 and FG cannot spend capital provisions of an un-passed 2017 budget. If you are going to criticize govt atleast have the intellect tondo so and not the hatred to criticize. It is sad rather than focus on legislative inaction that scuttled 2017 budget. You can spend your life on the internet making uninformed comments to garner likes from your likes, but at the end you will still end up uninformed.

More than hate comprehension seems to affect your capacity to make informed comments, It should be obvious that this projects were already contained in the 2016 budget and moved to the 2017 budget, as Fashola clearly said no new project was executed for 2017. But obviously you are only pleased by negativity so enjoy.

Will you shut ya mouth there, clown.

You are the ignoramus here and not the person you are quoting. The link talked about money released FOR the first quarter OF 2017 and not money released DURING the first quarter of 2017. The time of the apparent "release" could have been towards the tail end of the year or at any time but it was for the first quarter of 2017.

And then you had the temerity to ask us to blame "legislative inactivity" as you put it for the abysmal performance of the 2017 budget. When will you guys realise that you fool no one. That this is the President's administration and that he has failed on so many grounds including in the performance of budgets since he came into power. Time for him to man up and take Responsibility for his adminstration for once.

Until we see the truth and kiss it, our journey will remain unwinding and unfathomable.

When the Executive submits a next to useless appropriation bill, you expect the legislature to just rubber stamp it in one week eh? Look at this 2018 appropriation bill for example, were we not hearing it should be passed speedily so that it can take effect from January? But look at the mess the budget is right now. And then you blame the legislature for inaction. You my friend are not a very patriotic Nigerian

senseless prattle...

did you read the links I posted?

obviously not (I don't want to think you read them but your brain can't comprehend) but to help you, read below:

The 2017 ‘Budget of Recovery and Growth’ has a total amount of N7.4 trillion (N7, 441, 175, 486, 758) with N2.2 trillion (2, 177, 866, 775, 864) for capital projects.
The senate observed that the about N310 billion so far released for capital projects by the federal government since the budget was assented to “is far too low to stimulate the economy to address our present economic challenges.”

so you see how blind you have become in your quest to defend the indefensible?

lol... well, when a person crosses out another's comments, its the clearest sign that the person doing the canceling is severely lacking in the area of rational reasoning...

Obviously what Fashola meant was no NEW capital projects were carried out by his ministry.

That didn't mean ongoing projects were not still being done with the sukuk for example.
