I think it's pretty obvious the rumours are true, maybe not totally but to some extent cos you can clearly see Vince's hand in the booking decisions.

Triple H did alot in very little time tbh, he has his own flaws but he is better than Vince at booking for sure and the Wrestlers prefer him.
