Let’s say I have Dubai residency permit

And I wish to apply to other countries either to study or Vacation ,will I need to back to nigeria , or I can submit to embassies over there

You're allowed to apply for tourist/work/study visa from your country of residence. In this instance, you're good to go, you don't need to return to Nigeria.

Can someone guide me on how to get a tourist visa to Dubai. I wanted to tour Qatar before for this year world cup but I heard they don't issue visa to single people like me so I am considering Dubai (just for a visit)

Yes. You cant authenticate HND/Degree without authenticating WAEC.

It's true ,even Visa change is not going again,I am not sure of the partnership visa,I think it has to do with the recent incident that happened
