The problem with most governmental systems is they rely on the implicit honour of the people involved they have no way of calculating. Trump has no honor so the system is almost hamstrung by his faithless maneuvers. Plus his status as a wealthy man who won't hesitate to push his legal options makes it look like he is untouchable.
