Lol, it's now evolving? The bailout you're talking about is to keep the companies from sacking their workers during the coronavirus lockdown, that's the condition and they mustn't use the funds to buy back their own stocks. The conditions are clearly stated. The bailout is essentially for the common Americans working in all those industries who no longer have to worry about losing their jobs. There are checks and oversight provisions attached to it to make sure it can't be used for personal benefit.
