I want to apply to TUM for winter session and i have to go through uniassist.

I'm just a little bit confused about VPD. Can someone help me out? Thanks.

I think it varies from state to state.
Visit the one in your state to make enquiries.

Better still you can go to the consulate for certification. That's what I plan to do tho

If the deadline is on 15th and you have all the documents complete, and certified if necessary, I'm pretty sure you can apply before deadline.
If it requires online applications, you can do that under 1hour and if you're required to send your documents via post mail, DHL will get it there for you under 4 days. So you still have time.

Please, could you give me the list of schools that accepted only online Application without sending documents for M.Sc. I only know one. All my documents are available and also certified, though I plan to Apply for winter but I like to try it.

Let me tell you how I did mine,

Visit daad.de/en
Select your preferences and load the results.
Get a notebook/jotter, for each school that you see, open it in a new tab, and when you go through the requirements, you'll see the mode of application; whether it's via uni assist, purely online, purely offline or a combination of both.

That's when you can add more schools to your list that do only online applications.

VPD is a document issued by Uniassist after you've sent your documents to them and they've received your payment. You attach the VPD to your other documents and send to the school.

Got an admission from another school today but not sure I will be able to meet all their criteria before the deadline for enrollment. No I didnt. You dont have to. Until u have been offered admission. This only applies to DIT.

It depends...

Here in UK 14 won't be allowed into university so he has to attend college ( pre uni 2 years) then wait for a year before admission,

Apart from the age If he has at least a student visa then he will surely get admitted

Yes, You must get A1 certificate from Goethe Institut.

There are exceptions to this. I didn't need to present a language certificate for family reunion visa as I had a doctorate degree from a UK university. The kind of job your spouse does might also exempt you from the language criteria
