Commissioning an airport building is not the same as making international airlines use the airport.

Buhari government must negotiate with other European and American airlines to use Portharcourt airport at fares similar to what obtains at flying to and from Lagos airport, because too many passengers that use Lagos airport are supposed to be using PH airport.
