You clearly does not know what you are talking about.

Visa just means permission to board an international vessel and travel to the port of entry, does not not guaranty admission/entry and does not guaranty that, you may not be arrested.

In fact the US embassy or the visa issuing agency, which is the State department cannot guaranty anyone from being arrested as they do not control that department. National, DOJ controls that...even the DOJ cannot guaranty anyone from being arrested, because any State in the US can arrest you....even if the DOJ and State guaranties you against arrest, any County or town or municipality can arrest you.

You can see the futility in asking the State Department to guaranty him anything. Only the President of the United State, Governors can be guaranty against arrest....The only time, you can be granted such immunity is if the Nigeria government issues him a diplomat passport.

That being said, am not in anyway stating that...he will be arrested. My point is simply that...No one in the US government can guaranty any traveler not holding a diplomatic passport a guaranty against arrest, because there are many agencies who have arresting powers in the US and many are not answerable to the Federal Government seated in Washington DC.

From the above, you can still why it is wrong to assume that, the mere issuing of a visa means one is cleared of all charges. State Department that issues visa and DOJ handles charges and arrest at the federal level.
