You buy your own dollars from Aboki/black market yourself...then walk into the bank and deposit it into your domiciliary account... then spend from the Visa card linked to your domiciliary account

Dollar transactions are limited to $0 on almost all Naira cards except that of GTBank, Zenith and maybe UBA.
