Having used $40.9 already, I wanted to place order for an item of $18.62 yesterday, but the payment was declined, with an error message: "This payment amount exceeds your transaction limits". I tried a couple of times but the same result.

Yes they are, from observation! The reason being that Choice items have taken over completely. Therefore, Unless it's items grouped under Choice deal, one might find it difficult locating any with free delivery.

At this point it's better to stack a reliable virtual card with minimum of $100 or $300 if we plan to buy little to minor items from aliexperess this year.
