It's definitely not. Tuition fee at government institutions is usually not more than $500 per year.

I paid 125$, 1000naira for VAT. I didn’t pay for VIP.. I did everything the normal way.

It sometimes take a week. I did my submission in person yesterday and I was told to come on Tuesday to get my passport

I believe Yildiz Technical University's tuition fee totals close to 500 dollars. I just realized that most of the government schools now charge over 1000 dollars per semester for international students. However, Izmir Institute of Technology in Izmir costs about a third of that. Middle East Technical University in Ankara costs about 500 dollars per year. Perhaps you would consider other provinces. Although these institutions are very hard ot get into. METU especially. Which admissions are you interested in? Undergraduate or Graduate?

Yes I did submit my tax clearance also and it was a tourist visa. I got a mail to buy my ticket after one week of interview which I did immediately.
