Given the bitterness of many cultures towards individual marriages and their unending attempts to bring couples under the control of the community rather than the individual, would a community regulated method of sex and reproduction work better for African countries? (Sub-sahara in particular).

Yes. The elders of the clan will give the "married" couple the right to have sex. They would tell them when and how (missionary style only)

To think I've read and seen it all in my life Then this shows up on Nairaland Op Sex can't be regulated, Birthing can use China as an example their one child policy, Who wants to be asking or monitoring when someone has sex? it's just not possible in the foreseeable future thanks.

Breathing can't be regulated, Food only in IDP camps or places where where there's not much to go around.
