Go through the definition of being a terrorist again and that has always been your problem.

Just intimidating a civilian population for political reason is a terrorist act, remember Nnamdi Kanu at a time said any Igbo who refused to observe the sit-at-home should be stoned to death. Even if nobody was stoned, that statement defines him as a terrorist.
