Just intimidating a civilian population for political reason is a terrorist act, remember Nnamdi Kanu at a time said any Igbo who refused to observe the sit-at-home should be stoned to death. Even if nobody was stoned, that statement defines him as a terrorist.
Remember also the 2017 guber election in Anambra when IPOB directed its members to proceed to polling stations with pen and paper and write down names of their neighbours who were seen voting so that they can be dealt with later.

These two examples involves intimidation of a civilian population which qualifies Kanu and IPOB as terrorists.

All the above comes down to "talking". For the international community, terrorism is about being armed and destroying lives and property, that's why it is a serious issue.

So if Nigerians are still so backward that for them, terrorism is all "what was said", dont expect the international community to take Nigeria seriously. Actions speak far more loud than mere words.

The international community has already designated the killer herdsmen as the 4th most deadly terrorist group in the world. But in Nigeria, they are given Ruga settlement

So whenever backwards Nigeria catches up with the international community we shall know.
