Babinski: I actively scout NL for in-depth analogies and principles that tackle issues correctly identified and in a manner bereft of bias. Your observation and analogy is valid and spot on. Now, I believe the spokesperson for IPPIS gave room for your observation by explaining that these will possibly be brought on board in the near future at the behest of the Executive who gave this same order. On the other hand, his premise for signing up those specifically drawing from the Consolidated Fund first is also valid and should be considered as some level of priority before signing up those who draw their pay from the revenue they generate. It is obvious that with BVN, TIN and NIN all converging, a lot of loopholes and dodgy streams will be eliminated. 1 Like |

PatrickOkunima: Chief, on one hand, you have not displayed enough depth as the intellectual you have claimed to be. On the other hand, tests are basically yardsticks for intelligence which you may have, however I truly doubt your intellectual credentials as you have failed to exhibit tact necessary for discussions in matters you have little knowledge about. Intellectuals have open minds to absorb new knowledge. CBN has financials on their website, it will not take you more than a few minutes to check how much they remitted to the government as a surplus in their last financial year. Considering how skeptical you have been, anyone presenting proof to you will not be believed so the onus rests on you to do some digging and discover the truth by yourself. |

EmptyCoconutHead: That is a lie. IPPIS was a reform initiative conceived to position the public service for improved efficiency and productivity. It was rolled out in 2007 with seven pilot Ministries, Departments and Agencies (MDA) and has since been expanded to cover 506 MDAs. Current government in power lacks the capacity to come up with such laudable ideas. |

Paentera: Steven Covey said and I quote: "You cannot talk yourself out of a situation you behaved yourself into..." The Nigerian Government has not been known as a keeper of its promises and people have reasons and justifications not to believe the government. For a long time there have been hues and cries about the preferential and lopsided salary scales of workers at NNPC, CBNand FIRS as if they are not government workers and government has done nothing about it. At least the Nigeria Customs is also one of the major generators of revenue yet they don't have bogus salary scales. The antecedents therefore with the NNPC and Co is valid reasons not to believe government will do anything about bringing them under IPPIS. The first step to bringing NNPC and Co under IPPIS is to first have all revenue go into the Consolidated Account without any deductions by collecting agencies. It is obviously encouraging fraud and bad for accountability to have collectors deduct from collections to pay their expenses and salaries before remitting the balance to the General Purse and for me that is a more pressing issue to attend to if govenment is sincere. |
