as to why a more corrupt country could access more development, it has many reasons

1) this development is temporary, and myopic, and could bring more serious disarsters ,

2) it already pays in some invisible ways, such as environment pollution, the violation and dismemberment of social fabrics,

3) although chinese corrupt more, they still realize the importance of health care and education and transport system , which will feedback the economy.
