I don't think it's 764 blocks of flats but rather 764 flats. With each block having about 8 flats, it's possible to build it with ₦3.7 billion.

It's very possible, that's 4.8m per unit(flat).
It's quite commendable, we pray allocation of such flats is transparent enough to achieve the purpose for the project was designed.
