This present federal government is wrong on so many issues, but if there is one issue it got right, it is the "the ban on rice importation"

A person from Guinea is a "Bissau-Guinean" and not a "Guinean". When you say "Guinean", it implies that the person you are talking about is from the other Guinea- that is Republic of Guinea. Therefore the Minister in question is a Bissau-Guinean and not a Guinean.

That said, I thought Guinea Bissau, Liberia and Sierra Leone were all prime rice producers back in the day in West Africa?
What has happened? Could it be the series of unrest that have bedevilled those countries that has led to this?

I grew up eating rice from those parts of West Africa. They were the paddy rice type, planted in swamps. We used to call it "Liberian rice" in those days.

Smuggled, not imported.
There is a difference.
Your wife was selling smuggled rice.

You can either buy the imported rice, buy the local rice or go and smuggle rice let Customs organise welcome party for you.

What is this one saying? When they banned the importation of beans, stony beans was just flying all over it. Now, Beans have received sense by given out a good product to the consumer. They will definitely improve on rice production.
